About this opportunity

The County of San Diego, Department of Child and Family Well-Being, is requesting proposals for Commercial Sexual Exploitation of Children (CSEC) Response Team Services under RFP 13123, with proposals due July 24, 2026 at 3:00 p.m. and a pre-proposal conference on June 18, 2026 at 11:00 a.m. via Microsoft Teams. Federal funds will support this contract, making a Small-Local Business preference inapplicable under 2 CFR 200.319(c), though all offerors must submit a Small-Local Business Subcontractor Utilization Plan demonstrating either 3 percent subcontractor participation or good faith efforts to meet that threshold.

The scope requires coordinated crisis intervention, case management, and support services for youth ages 12 to 21 who are victims of or at risk for commercial sexual exploitation, plus education and training for adults serving this population. The contractor must operate mobile services countywide, maintain a central walk-in site accessible by public transportation during regular business hours, and provide support at Child and Family Well-Being offices. Staffing minimums include a 0.25 FTE Program Manager and minimum 4 FTE Response Team Advocates with lived experience in CSEC. Key performance metrics: 85 percent of emergency requests answered within 90 minutes, 90 percent of non-emergency requests initiated by next business day, and minimum 50 percent of actively engaged clients linked to ongoing services within 90 days.

The initial contract term runs 18 months (January 1, 2027 through June 30, 2028) with four optional one-year renewal periods through June 30, 2032. Compensation is cost-reimbursement for allowable costs under 2 CFR 200 and federal OMB principles. The contractor must carry Commercial General Liability ($2,000,000 per occurrence), Automobile Liability ($1,000,000), Professional Liability ($2,000,000), Cyber/Information Security Liability ($2,000,000), and Sexual Abuse or Molestation Liability ($1,000,000). Questions are due June 24, 2026 at 5:00 p.m. Evaluation criteria include program approach, organizational capability and experience, organizational stability and risk, cost reasonableness, and acceptance of County terms and conditions.
