About this opportunity

This is a Request for Proposals (RFP) issued by the Bristol Virginia School Board seeking qualified providers to deliver Occupational Therapy (OT), Physical Therapy (PT), and Speech Therapy services to students with disabilities across four schools. Vendors may submit proposals for one, two, or all three service categories, with the Board reserving the right to make partial or full awards. Based on the 2025-2026 school year, approximately 150 students require OT services, 70 students require PT services, and 250 students require Speech Therapy services, with direct therapy sessions averaging 30-40 minutes conducted one to two times per week according to each student's Individualized Education Program (IEP). A unit of therapy is defined as 15 minutes and encompasses direct therapy provision, goal and objective development, progress reports, evaluations and re-evaluations, requested reports, IEP and eligibility meeting attendance, required travel, and Virginia Medicaid billing services. Evaluation criteria include certification and licensure (25%), character, integrity, reputation, judgment, and experience with students with disabilities (20%), geographic location and accessibility of the main office to Bristol, Virginia (15%), ability and capacity to provide services with three required references (20%), and ability to complete appropriate paperwork and produce high-quality, detailed reports with samples provided (20%). The inquiry deadline is May 7, 2026, with proposals due on May 22, 2026, at 2:00 PM. Interviews are scheduled for a date to be determined, with Board review on June 1, 2026, and award notification on June 2, 2026. Proposals must be submitted in three original hardcopies, one redacted hardcopy for public inspection, and one digital copy either in person to Kim Bowers at 280 Lee Street, Bristol, VA 24201, or electronically via the eVA platform.

The RFP does not specify set-aside designations or restrictions limiting responses to disadvantaged enterprises or specific organization types. No incumbent vendors or current contractors are identified in the procurement documentation. All services must be delivered in educational settings as prescribed by IEPs, and teletherapy sessions are explicitly prohibited; additionally, all therapists may be required to attend an in-service on policies, procedures, and IEP writing at the beginning of each school year. The contract term shall commence upon Board approval and continue for one year with four successive annual renewal options at the Board's discretion. Payment for services will be made net 45 days from the date of invoice. The Board does not guarantee a specific number of students to be served, as student enrollment may vary based on individual needs and IEP committee decisions, and the Board reserves the right to reject any or all proposals and cancel the RFP. No specific award value or budget range is listed in the procurement documents.
