About this opportunity

The City of Geneva is requesting proposals for a City-Owned Property Redevelopment & Housing Readiness Study under an RFP funded through the New York State Pro-Housing Communities Technical Assistance to Grow (TAG) Program, with proposals due October 1, 2026 at 2:00 p.m. The procurement carries MWBE contracting goals of 30% and an SDVOB goal of 6%.

The scope is an implementation-focused initiative to identify, evaluate, and prepare publicly-owned parcels for near-term housing and mixed-use redevelopment. Deliverables include actionable redevelopment strategies, conceptual site planning, feasibility analysis, and developer-ready materials positioned to advance housing production. The study deliberately moves beyond traditional land inventory work. The City will conduct this effort concurrently with a separately procured Comprehensive Plan update. While proposers need not submit for both projects, the City strongly encourages firms or consultant teams with capacity to undertake both efforts. If separate consultants are selected, the Housing Readiness Study consultant must coordinate closely with the Comprehensive Plan consultant to integrate relevant findings and recommendations.

The City seeks qualified planning, housing, engineering, economic development, and redevelopment consultants or consultant teams. No business enterprises have been awarded an identical or substantially similar procurement contract within the past five years. Proposals are submitted via the City's website at https://cityofgenevany.gov/Bids.aspx. M/WBE and Section 3 firms are strongly encouraged to respond.

Opportunity text

The City of Geneva is seeking proposals from qualified planning, housing, engineering, economic development, and redevelopment consultants to conduct a City-Owned Property Redevelopment & Housing Readiness Study. The City has received a funding award through the New York State Pro-Housing Communities Technical Assistance to Grow (TAG) Program and intends to undertake an implementation-focused initiative that identifies, evaluates, and prepares publicly-owned parcels for near-term housing and mixed-use redevelopment opportunities. This effort is intended to move beyond a traditional land inventory study. Instead, the City seeks a practical, implementation-oriented process that results in actionable redevelopment strategies, conceptual site planning, feasibility analysis, and developer-ready materials that position Geneva to advance housing production and redevelopment opportunities. The City anticipates that this effort will be conducted concurrently and in coordination with the City's Comprehensive Plan update, which will be procured separately. While proposers are not required to submit proposals for both projects, the City strongly encourages firms or consultant teams with the capacity to undertake both efforts to consider doing so, given the significant overlap and complementary nature of the work. If separate consultants are selected, the Housing Readiness Study consultant will be expected to coordinate closely with the Comprehensive Plan consultant and ensure relevant findings, analysis, and recommendations are incorporated into the Comprehensive Plan. Business enterprises awarded an identical or substantially similar procurement contract within the past five years: None Service-Disabled Veteran-Owned Business (SDVOB) SDVOB Goal: 6.00% Minority / Women Business Enterprise contracting goals (MWBE) Total MWBE Goals: 30.00%
