About this opportunity

The Judicial Council of California's Center for Families, Children, and the Courts (CFCC) is seeking proposals from courts to create and manage a statewide remote self-help network through RFP CFCC24-187RB. The network will provide comprehensive remote legal assistance services, including telephone hotline, live chat, emails, videoconferencing, and other digital support channels that will serve multiple court locations across California. Key deliverables include developing a comprehensive project plan by March 31, 2025, preparing uniform scripts and web content, executing participation agreements with courts, and launching the network by April 30, 2025. The selected court must provide experienced self-help staff capable of addressing complex legal areas such as family law, the CARE Act, conservatorship, consumer debt, and eviction proceedings. Evaluation criteria will assess the quality of the work plan (20 points), experience (15 points), cost (30 points), staff credentials (10 points), acceptance of terms (15 points), and ability to meet timing requirements (10 points). Proposals are due January 31, 2025, at 5:00 PM Pacific Time, with questions accepted until December 15, 2024, through solicitations@jud.ca.gov.

The procurement appears open to all California courts without specific set-aside designations for disadvantaged enterprises. The contract term spans 36 months from March 1, 2025, through February 28, 2028, with potential annual renewals. Total funding for the project is $191,400 annually, with a maximum contract value of $571,200 over the three-year period. The selected court must provide the necessary network technology and infrastructure to support remote assistance capabilities, with funding reimbursed on a monthly basis contingent upon submission of expenditure reports and invoices. Payments will be made as reimbursements for actual allowable expenditures, including payroll, benefits, operating expenses, and travel costs. The Judicial Council will retain the right to withhold 10% of each invoice until final deliverable acceptance. Funding for this initiative comes from the Judicial Council's Center for Families, Children, and the Courts Model Self-Help Program annual allocation through the Budget Act, with unused funds potentially carried over to subsequent years if costs exceed the annual allocation.
