About this opportunity
The City of Fort Worth seeks proposals for an as-needed supply agreement for cast iron valve boxes and lids for the Water Department through RFP 26-0068, with proposals due February 19, 2026. The procurement encompasses four primary product categories: valve box bottoms (15-inch and 24-inch sizes), valve box drop lids (5-1/4 inch size marked "WATER"), valve box extensions in screw-type design (14-inch, 18-inch, 24-inch, and 30-inch sizes), and valve box tops (16-inch size), all of which must meet ASTM A48 Class 35 specifications and be manufactured by Tyler Union Waterworks or an equivalent manufacturer. All cast iron products must be new and unused, machined to within 0.0625-inch of specified dimensions, and delivered to the Fort Worth Water Department Field Operations at 1608 11th Avenue, Fort Worth, Texas 76102, during normal business hours (8:00 a.m. to 5:00 p.m., Monday through Friday, excluding City holidays). Prospective vendors must demonstrate a minimum of two years of experience with similar services and must provide comprehensive pricing documentation including itemized estimates, manufacturer discounts, labor rates, timelines, and all-inclusive costs with no additional charges permitted beyond those quoted. The City will evaluate proposals on a best-value basis utilizing the following weighted criteria: cost (up to 15 points), small business participation (up to 20 points), qualifications and company experience (up to 30 points), ability to meet City needs (up to 20 points), and method of approach (up to 15 points). The contract will include an initial one-year term with automatic renewal for up to four additional one-year periods unless either party provides 90 days' notice of non-renewal, with unit price adjustments permitted only on an annual basis with 60 days' notice and written proof of cost increases.
The City of Fort Worth has established a 30 percent small business participation goal for this procurement, requiring at least 30 percent of the total awarded contract value to be subcontracted to or spent with certified small businesses located in Tarrant, Wise, Johnson, Parker, or Denton County and certified by an organization approved by the City Manager, such as the North Central Texas Regional Certification Agency. All bidders must complete and submit a Small Business Utilization Form detailing subcontractors and suppliers, their contact information, service types, NAICS codes, and allocated dollar amounts, with failure to complete the form or submit current certifications resulting in zero points for small business goal criteria. Proposals must be submitted electronically through the Euna Portal at https://fortworthtexas.bonfirehub.com/portal/?tab=openOpportunities, and all proposers must submit required documentation including a W-9 form, Texas Conflict of Interest Questionnaire, authorized signature and questionnaire form, customer reference sheet with at least three recent references, deviation form identifying any exceptions to contract terms, and pricing calculations using the discount and markup calculator template. The City reserves the right to request Best and Final Offers from selected proposers and to negotiate all contract elements; no protests of RFP awards are permitted, though debrief requests may be submitted within five calendar days of the Intent to Award notice. The specific award value or budget range for this as-needed contract has not been disclosed in the solicitation documents; compensation will not exceed a specified dollar amount to be detailed in the final Vendor Services Agreement, with payment terms established at Net 30 Days unless otherwise specified.
