About this opportunity

The Chatham Area Transit Authority (CAT) in Savannah, Georgia is issuing a Request for Proposals (RFP) for Bus Amenities Improvement services under Project No. 2026-06. The procurement seeks qualified vendors to install new bus shelters and refurbish transit stops across the CAT system, encompassing multiple service categories including general labor for dismantling, assembling, transporting, and installing shelter components at up to 300 transit stop locations; concrete work at approximately 100 locations; powder coating services for up to 150 existing shelters using RAL 6012 Black Green paint; pressure washing and sandblasting services; and purchase and storage of up to 50 new standard transit shelters and 30 narrow shelters. The contract will be awarded for an initial three-year term with two one-year renewal options, requiring a minimum of 50 and up to 60 transit stop locations to be completed annually. Proposers must submit one unbound original, three copies, and an electronic copy of their response, along with three years of comprehensive financial statements, evidence of current Commercial General/Professional Liability insurance with limits of not less than $1,000,000, staffing availability statements, and all required federal certifications. The pre-bid meeting is scheduled for March 13, 2026, vendor inquiries must be submitted by March 31, 2026, and proposals are due by April 30, 2026 at 2:00 p.m. EST. Evaluation criteria include Technical Ability (30%), Past Performance (25%), Project Plan/Installation Process/Timeline (25%), Price Proposal (10%), and Disadvantaged Business Enterprise (DBE) Participation (10%), with the Evaluation Committee making its recommendation by May 26, 2026 and award notification by May 27, 2026.

The contract is federally funded through the Federal Transit Administration (FTA) and subject to federal requirements including Davis-Bacon prevailing wage standards, American with Disabilities Act compliance, and Disadvantaged Business Enterprise participation requirements under 49 CFR Part 26, which places emphasis on DBE participation as a 10 percent evaluation criterion. All vendors must comply with Buy America compliance, debarment and suspension certifications, and lobbying restrictions certifications, and performance and payment bonds equal to 100 percent of the contract value are required from the selected vendor(s). Subcontractors at all tiers must also comply with federal regulatory requirements. CAT is exempt from federal excise, transportation, and Georgia sales and use taxes, which may benefit selected vendors. No incumbent vendors or budget ranges are specified in the available documentation, though the federal funding structure and three-year contract term with renewal options suggest a significant investment in transit amenities infrastructure across the Savannah area.
