About this opportunity

The Department of Veterans Affairs, VISN 7 Network Contracting Office, is requesting proposals for full renovation and expansion of Building 18 (Laundry Facility) at Tuscaloosa VA Medical Center in Tuscaloosa, Alabama under RFP 36C24726R0083, with proposals due May 15, 2026, and a mandatory site visit on April 23 at 9:00 AM CST. This is a 100 percent set-aside for Service-Disabled Veteran-Owned Small Businesses (SDVOSBs) only; offerors must demonstrate at least 51 percent ownership and control by service-disabled veterans and be registered in SAM.gov and the SBA Certification database.

The scope encompasses full renovation of the existing 12,750-square-foot historic laundry building with interior, basement, and structural upgrades; waterproofing and lead-based paint abatement; hazardous materials management; relocation of electrical equipment to a new generator and electrical room building; construction of a blast-resistant above-ground fuel tank enclosure; replacement and refurbishment of windows and doors; installation of two HVAC units with physical security protections; and exterior site work including grading, drainage, utility connections, and traffic control systems. All work must maintain historic integrity while meeting current building, energy, HVAC, and life safety codes. Work must be performed after hours and on weekends to maintain continuous laundry operations. Contract completion is 600 calendar days from Notice to Proceed.

The project budget is between $10 million and $20 million under a firm-fixed-price contract. Evaluation emphasizes past performance (significantly weighted) and price, with the Government reserving award-without-discussions rights. A bid guarantee of 20 percent of proposal price (capped at $3 million) is required; performance and payment bonds are due within 10 days of award. All contractor personnel must obtain VA identification badges, complete security clearances, pass tuberculosis testing, and have supervisors hold OSHA-30 certification. Written questions are due April 30, 2026 at 1:00 PM CST.
