About this opportunity
The Western Tidewater Community Services Board (CSB) issued a Request for Proposal (RFP) for independent certified public accounting services to conduct comprehensive financial audits for three consecutive fiscal years ending June 30, 2026 through June 30, 2029, with two optional one-year renewal periods thereafter. The procurement encompasses examination of all funds and account groups in accordance with Generally Accepted Auditing Standards (GAAS), Government Auditing Standards, OMB Circular A-133, GASB and FASB pronouncements, and the AICPA Audit and Accounting Guide for Health Care Organizations. Required deliverables include the preparation of financial statements with audit opinions, compliance and internal control testing, Form 990 preparation if applicable, and comprehensive reports including management letters. The auditor must submit draft reports for CSB review at least two weeks prior to the November 30 deadline for final report submission to the Auditor of Public Accounts. Qualified independent certified public accountants must demonstrate relevant experience and maintain specified insurance coverage including Workers' Compensation, Comprehensive General Liability ($500,000 combined single limit), Automobile Liability ($500,000 combined single limit), and Professional Liability/Errors and Omissions coverage of $1,000,000 per occurrence and $5,000,000 aggregate. Sealed proposals were due by 1:00 p.m. on May 15, 2026, with submissions accepted electronically via email to Carol L. Ellis at cellis@wtcsb.org, through the eVA web portal, or by paper mail to the Western Tidewater CSB office in Suffolk, Virginia. Selection criteria include evaluation of technical proposals and fee proposals, though fees will not be the sole determining factor for award and the CSB reserves the right to negotiate fair and reasonable pricing with the highest-ranked offeror.
The RFP does not specify any set-aside designations or restrictions on the types of organizations eligible to respond. No incumbent vendors or current contractors are identified in the procurement documents provided. Applicants must submit an Individual Contractor Data Sheet with supporting documentation including a Virginia business license, certificate of insurance and bonding, two letters of reference, and a completed W9 form. The fee proposal must include fixed, all-inclusive annual audit fees for each of the five years (initial three-year term plus two one-year renewal options) as well as separate pricing for Single Audit services if applicable, hourly rates for additional services, and reimbursable expenses. Payment terms require invoices to be submitted to the CSB's Fiscal Officer, with interim billings not exceeding 80 percent of total fees and final payment made upon approval by the Audit or Finance Committee. No subcontracting is permitted without prior written CSB consent, and the auditor must retain all work papers and documentation for five years following final payment. The contract is governed by the Virginia Public Procurement Act and CSB procurement policies.
