Cost proposals must itemize costs per survey, excluding Washington state sales tax. The evaluation employs a 200-point scoring system: Technical Proposal (70 points), Management Proposal (60 points), and Cost Proposal (70 points). Reports must include property address, inspection date, inspector information, site description, suspect materials, survey methodology, sample results, recommendations, aerial maps, and laboratory certifications.
