About this opportunity

The City of Fort Worth is requesting proposals for a non-exclusive agreement to supply aluminum, iron, rebar, and steel materials on an as-needed basis under RFP 26-0222, with proposals due July 23, 2026. The City has established a 30 percent small business participation goal, requiring certified small business firms to receive at least 30 percent of the total awarded contract value; eligible small businesses must be located in Tarrant, Wise, Johnson, Parker, or Denton County and hold current certification from a City Manager–approved organization.

Vendors must demonstrate a minimum of five years' experience selling structural steel, aluminum products, iron products, reinforcing steel, expanded metal, and grating in various grades, dimensions, lengths, and finishes. All materials must comply with applicable ASTM International, ANSI, AISC, and industry manufacturing standards. Vendors must maintain sufficient inventory or supplier access to fulfill routine and emergency orders and deliver within 48 hours of order placement to City-designated locations between 8:00 A.M. and 5:00 P.M., Monday through Friday. Pickup is available without freight charges; delivery orders incur separate freight charges bid by the vendor. Vendors must submit proof of direct manufacturing rights or binding contracts with metal suppliers.

The initial contract term is one year, with options for up to five additional one-year renewal periods unless either party provides 90 days' notice of non-renewal. Vendors may request quarterly price adjustments based on the Product Price Index, subject to City approval, with requests due 30 days in advance.

Evaluation criteria are cost (15 points), small business participation (25 points), vendor experience and past performance (25 points), delivery capabilities and order fulfillment (20 points), and business location within Fort Worth City Limits (15 points). The City will award on best-value criteria under Texas Local Government Code Section 252.043. All proposals must be submitted electronically through the Euna Portal and will be publicly opened at approximately 2:00 P.M. CST at Fort Worth City Hall on the day following the close. Payment terms are Net 30 Days unless otherwise specified. The vendor must carry Commercial General Liability insurance of $1 million per occurrence/$2 million aggregate, Automobile Liability of $1 million combined single limit, and Workers' Compensation at statutory limits.
