About this opportunity

The Allegheny County Health Department is issuing RFP 9460 to procure a qualified vendor to provide a three-year Building Automation System Service Agreement for the Siemens building automation system located at the Public Health Laboratory in Warrendale, Pennsylvania, with a contract term running from May 1, 2026, through April 30, 2029, renewable at the laboratory's discretion. The vendor must provide ongoing maintenance and management services for the system that monitors and controls mechanical and electrical systems including HVAC, lighting, and airflow differentials critical to the laboratory's Biosafety Level Three (BSL-3) operations. Key deliverables include regularly scheduled maintenance checks performed monthly or bimonthly, troubleshooting, software updates, backup management, and defined response times for both routine service requests and emergencies, with the vendor demonstrating proficiency with Desigo software and the ability to coordinate with laboratory staff, property managers, and other contractors while maintaining awareness of CDC inspection protocols. The vendor must possess personnel capable of completing visitor training and complying with security requirements including RFID card access for the BSL-3 facility. The County will evaluate proposals using a "Best Value" methodology considering vendor experience with building automation systems and Desigo software, understanding of scope, cost competitiveness, personnel availability and qualifications, RFP conformity, and innovation in approach, with pricing submissions required to include base charges with billing frequency, explicit statements of customer-directed support visits and hours of coverage, and both remote and on-site response times. Proposals must be submitted electronically through the Bonfire system by 11:30 a.m. Eastern Time on Wednesday, April 1, 2026, and oral presentations and site visits may be required for selected finalists at no cost to the County.

Respondents must comply with comprehensive diversity and inclusion requirements, including submission of Minority/Women/Disadvantaged Business Enterprise (MWDBE) participation statements demonstrating good faith efforts to achieve 13% Minority Business Enterprise and 2% Women Business Enterprise certified firm participation, as well as documentation of good faith efforts to achieve veteran-owned small business participation goals. All bidders and proposers, regardless of certification status, must solicit certified MWDBEs for any outsourceable aspects of contract work or supplies, and if full participation goals cannot be achieved despite documented good faith efforts, vendors must submit an MWDBE Participation Waiver Request with supporting documentation. The vendor must maintain insurance coverage including Commercial Auto ($1,000,000), Commercial General Liability ($1,000,000 per occurrence), Professional Liability ($5,000,000), Workers Compensation per Pennsylvania statutory requirements, and Umbrella Liability ($5,000,000). Respondents must also complete the Internal Sustainability Profile Form addressing organizational sustainability practices, policies, decarbonization strategies, waste reduction initiatives, and employee engagement in environmental responsibility. Equal Employment Opportunity (EEO) compliance is mandatory, requiring contractors to implement non-discriminatory hiring, promotion, and employment practices throughout the contract term with monthly reporting obligations and a goal of 25 percent first-year apprentices or trainees where feasible. The County retains the right to terminate any resulting contract upon thirty days' written notice and reserves the right to extend the agreement for up to three months beyond the initial expiration date; no budget range is specified in the solicitation documents.
