About this opportunity
The Commonwealth of Kentucky, Division of Oil and Gas, is issuing a Request for Proposal (RFP-93-25) for the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) Package L, covering Whitley and Knox Counties. This procurement seeks qualified contractors to remove and remediate five abandoned tank facilities located at five specific sites: T000624 and T001045 in Whitley County, and T000620, T000621, and T001047 in Knox County. The scope of work includes complete tank and infrastructure removal, contaminated soil disposal, site remediation, and revegetation in full compliance with KRS 353.562-564 and applicable federal, state, and local regulations. Contractors must complete all work within 180 calendar days of contract award and are required to visit all tank sites prior to bid submission. Deliverables include separate line-item pricing for labor, materials, outside services, reclamation costs, and miscellaneous expenses for each tank site, plus a firm all-inclusive unit rate for contaminated soil removal exceeding the estimated 45-ton total project amount. Bidders must submit proposals by October 28, 2024, at 1:30 PM Eastern Time through Kentucky Vendor Self Service (VSS), including completed Official Bid Documents, a five percent bid bond, required affidavits, experience qualifications, equipment lists, and detailed work plans. Evaluation will be based on a 70-point scoring matrix assessing prime and subcontractor experience (2 points), project history (5 points), equipment capability (6 points), work plan completeness (6 points), past performance with the Division of Oil and Gas (6 points), and total project cost (45 points).
Kentucky resident bidders and qualified bidders as defined in KAR 200 5:410 will receive reciprocal preference consideration. No incumbent vendors or current contractors are identified in the solicitation materials. The contract is structured as firm/fixed-price with TENORM disposal costs to be reimbursed at actual documented cost plus ten percent administrative costs upon presentation of required manifests and proof of proper disposal. The successful contractor must provide 100 percent Performance and Payment Bonds within five calendar days of contract award and will be subject to Kentucky sales and use tax liability. While no specific contract award value is stated in the documentation, the estimated contaminated soil removal totals approximately 45 tons across all five sites, with individual site estimates ranging from 5 to 20 tons. The Commonwealth reserves the right to reject any or all proposals, request Best and Final Offers, and negotiate with the top-ranked vendor, proceeding to the next-ranked vendor if negotiations fail. For additional information, prospective bidders should contact Gina Cavender at 502-573-0140, with the Division of Oil and Gas located at 300 Sower Boulevard, 4th Floor, Frankfort, Kentucky 40601.
