About this opportunity

The University of Maryland Global Campus is soliciting proposals for Branded Merchandise Management Services under RFP #92317, with technical proposals due July 29, 2026 at 11:00 AM ET. UMGC may award one, multiple, or no contracts; the solicitation permits split awards between Program 1 (faculty and staff ordering) and Program 2 (Gear Site e-commerce and Grad Walk pop-up retail), though UMGC prefers integrated, end-to-end solutions across both programs. A mandatory 3% Minority Business Enterprise subcontracting goal applies, and a Tier 1 Living Wage requirement mandates payment of at least $17.17 per hour for covered employees.

The scope encompasses product sourcing, e-commerce site management and fulfillment, and on-site retail operations during commencement events. The contractor must maintain inventory under both inventoried and on-demand production models; coordinate brand-approval processes; operate the e-commerce platform with PCI-DSS compliance and Microsoft Entra ID / SAML-based authentication; and execute Grad Walk pop-up retail across approximately 640 square feet. All branded merchandise must comply with detailed logo placement, color, and typography specifications per the Brand Identity Guide. The first Grad Walk under the new contract is December 10–13, 2026.

The not-to-exceed contract value is $1 million over a one-year term commencing October 1, 2026, with five optional one-year renewals at UMGC's sole discretion. Historical annual sales span Program 1 (faculty/staff ordering: approximately $291,277 in 2024, $408,205 in 2025, $227,008 through May 2026), Program 2 Gear Site (approximately $124,423, $134,000, $73,293 respectively), and Grad Walk (approximately $94,010, $109,967, $57,083 respectively). The contractor bears financial responsibility for procuring merchandise, transporting inventory, and staffing on-site sales, with revenue sharing based on a percentage of gross sales subject to UMGC approval.

Incumbent contractors are Fontana Lithograph, Inc. dba Mosaic and Bewley, LLC dba Proforma Premier Impressions, whose contract remains in effect through late October 2026. Questions are due July 16, 2026 at 11:00 AM ET. Oral presentations are anticipated August 18–21, 2026, and price proposals are due August 28, 2026. Technical merit will be weighted greater than cost. Proposals must include firm references, Commercial General Liability, Workmen's Compensation, and Professional Liability insurance certificates, a completed HECVAT, and a SOC 2 Type II report if available.
