About this opportunity

The Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, is requesting proposals for a Commissioning Authority to oversee the Kentucky State University Health Sciences Center project in Frankfort, with proposals due August 13, 2026 at 1:30 PM ET and a shortlist meeting scheduled for August 20, 2026.

The scope encompasses commissioning services across Phase B document review, Phase C collaboration and document review, commissioning specifications for bidding documents, and functional testing of building envelope, plumbing, mechanical, and electrical equipment. The consulting team must include a Mechanical Engineer, Electrical Engineer, Certified Commissioning Agent, and Controls Technician — roles may reside in one or multiple persons or firms. The Project Manager must demonstrate a minimum of five years of commissioning experience on comparable projects. AABC Commissioning Group or Building Commissioning Association certification or accreditation is preferred for at least one team member. The Health Sciences Center will total approximately 59,000 square feet with a project budget of $49.3 million; the project is currently in Phase B of design.

Kentucky Secretary of State registration and workers' compensation insurance compliance are required. A reciprocal preference applies for Kentucky resident bidders under KRS 45A.494. Minority business enterprise participation efforts must be documented in Attachment B-1.

The total lump-sum fee is $264,575.00. The Commonwealth requires professional liability insurance of $1 million per occurrence / $2 million aggregate, general liability insurance of $1 million per occurrence / $2 million aggregate, and workers' compensation insurance at statutory limits. Professional liability coverage must be maintained for a minimum of three years beyond project completion.

Evaluation will use a 100-point scale: Mechanical Engineer capability (20 points), Electrical Engineer capability (20 points), Commissioning Agent capability (15 points), Controls Technician capability (10 points), related experience (20 points), work performed in Kentucky (5 points), and responsiveness to proposal (10 points). If three or fewer firms submit proposals, all will be interviewed; otherwise shortlisting precedes virtual interviews on August 27, 2026. Submissions must be made electronically through the Commonwealth's Vendor Self-Service system.
