About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Kentucky Transportation Cabinet (KYTC), is soliciting architectural and professional design services through Request for Proposals RFP-902 for the I-65 Commercial Vehicle Monitoring (CVM) Station Relocation project located at mile marker 86.4 in Hardin County. The procurement encompasses comprehensive design services for a new 2,150 square-foot loadometer office building featuring scale monitoring, customer service areas, restrooms, six offices, mechanical rooms, and an attached three-bay garage; a 2,060 square-foot truck haven rest area building with men's and women's restrooms, lavatories, hand dryers, diaper changing stations, utility areas, and vending areas; two 24-by-80-foot inspection barns constructed to KYTC standards with wood post structures, metal roofs and siding, floor drains to oil-water separators, lighting, and inspection pits; and complete site design including utilities, storm structures, ADA accessibility, and pedestrian paths. Respondents must assemble a multidisciplinary consultant team with registered Kentucky architects, mechanical engineers, electrical engineers, structural engineers, and civil engineers, with all architectural and engineering services provided by Kentucky-registered professionals. The design work is divided into four phases: Phase A (Schematic Design and Estimate) estimated at 60 days, Phase B (Design Development and Cost Estimate) at 80 days, Phase C (Construction Contract Documents and Final Estimate) at 120 days, and Phase D (Construction Administration and Warranty Period) with timing to be determined during design. Proposals are due May 11, 2026, at 1:30 PM Eastern Time via the Commonwealth's electronic eProcurement system, with a shortlist meeting scheduled for May 22, 2026, at 9:00 AM and virtual interviews on June 5, 2026, at 9:00 AM, 10:00 AM, and 11:00 AM. Evaluation criteria include architect experience (25 points), mechanical engineer capability (15 points), electrical engineer capability (15 points), civil engineer capability (15 points), structural engineer capability (10 points), related experience (15 points), work to be performed in Kentucky (5 points), and responsiveness to proposal requirements (10 points), totaling 110 possible evaluation points. Required submission documents include a cover letter not exceeding four pages, firm experience documentation, project team composition with individual resumes, workplace information, Federal Standard Form 330 Part II for the lead firm, required notarized affidavits, Kentucky permit and registration documentation, and an official signature page.

All respondents must comply with Kentucky Secretary of State registration requirements, equal employment and nondiscrimination provisions, campaign finance laws, and workers' compensation insurance requirements, with reciprocal preference available for Kentucky resident bidders in accordance with state procurement regulations. No incumbent vendors or current contractors are identified in the solicitation documents, nor is integration with existing infrastructure or technology specified as a requirement. The selected architect/engineer must maintain professional liability insurance of $1 million per claim and $2 million aggregate, general liability insurance of $1 million per occurrence and $2 million aggregate, statutory workers' compensation coverage, and employer's liability coverage of $500,000, with the Commonwealth named as additional insured on all policies. The overall project budget is $9,400,000 for design and construction services, with the architect/engineer compensation structured as a Total Lump Sum Price paid on a phase-basis: Phase A upon completion, Phase B at 40 percent of total fee minus Phase A payment, Phase C at 75 percent of total fee minus prior payments (with optional 60 percent interim payment for projects exceeding $1,000,000 construction cost), and Phase D at 25 percent of total fee for non-LEED projects or split between construction and warranty periods for LEED-certified projects. Additional Services, including resident observers, special consultants, landscape consultants, and reimbursable expenses, are compensated separately through negotiated fees or hourly rates based on Kentucky Master Agreement contracts.
