About this opportunity

The Commonwealth of Kentucky's Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Kentucky Transportation Cabinet (KYTC), is soliciting architectural and engineering services through Request for Proposals (RFP-897) for the renovation, expansion, and potential new construction of the Boone County I-75 Northbound and Southbound Rest Areas located in Florence, Kentucky. The procurement encompasses comprehensive professional services including programming, space planning, architectural and engineering design across multiple disciplines (civil, structural, mechanical, electrical, plumbing, fire protection, and life safety systems), site and utility improvements, stormwater management, code compliance services, and construction administration. The design team must provide services through all project phases: Schematic Design (Phase A, estimated 90 days), Design Development (Phase B, estimated 30 days), Construction Contract Documents (Phase C, estimated 90 days), Construction Administration (Phase D, timing to be determined), and project close-out. Deliverables include preliminary project evaluation within thirty calendar days of project initiation, schematic design drawings and cost estimates, construction documents, site visit frequency of no less than twice monthly during construction, payment certifications, submittal reviews, and final completion inspections. Qualified respondents must be lawfully registered to do business in Kentucky with at least one registered Kentucky architect or engineer on the team, demonstrate experience and capability across all required disciplines, provide three minimum project references with similar scope and complexity, submit the Federal Standard Form 330 Part II, and respond to all proposal requirements electronically through the Commonwealth's eProcurement System (Vendor Self Service Portal). Proposals are due February 3, 2026, at 1:30 PM Eastern Standard Time, with a shortlist meeting scheduled for February 10, 2026, at 10:00 AM ET and virtual interviews on February 24, 2026, with time slots at 9:00 AM, 10:00 AM, and 11:00 AM ET. The selection process follows a shortlist with interviews methodology, evaluating proposals on a 140-point scale based on firm experience and capability, related project experience, work to be performed in Kentucky, and responsiveness to proposal requirements.

Kentucky resident bidders receive reciprocal preference in scoring, and qualified bidders including Kentucky Correctional Industries receive additional preference points under the established procurement guidelines. Respondents must register with the Kentucky Secretary of State and submit required affidavits regarding campaign finance compliance and resident bidder status if applicable. The project budget is $5,000,000.00, with compensation structured as a total lump sum fee determined through negotiation following the selection process and interviews. The selected Architect/Engineer must maintain Professional Liability insurance of $1 million per claim/$2 million aggregate, General Liability of $1 million per occurrence/$2 million aggregate, statutory Worker's Compensation, and Employer's Liability of $500,000, with the Commonwealth named as additional insured. All proposals must be submitted electronically through the VSS system with required attachments including a cover letter (maximum four pages), firm experience documentation, project team information, workplace and workload details, SF 330 Part II, required affidavits, Kentucky permit and registration form, and official signature page. All communication regarding the RFP should be directed to Amanda Greer, Statewide Procurement Analyst II, at Amanda.Greer@ky.gov or (502) 330-8159.
