About this opportunity
This Request for Proposals (RFP-870) is a professional services procurement issued by the Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Kentucky Transportation Cabinet (KYTC) for architectural design services for the renovation of the East Bound Rest Area located at I-64 EB Mile Point 174 in Carter County, Kentucky. The required consultant team must include, at minimum, an Architect, Mechanical Engineer, Landscape Architect, Electrical Engineer, Structural Engineer, and Civil Engineer, with services potentially consolidated among fewer firms. The project scope encompasses interior and exterior renovations to bring the structure and site into full compliance with current building codes and ADA Standards, mirroring ongoing work at the West Bound Carter County Rest Area. Deliverables are organized into four design phases: Phase A (Schematic Design, 90 days), Phase B (Design Development, 30 days), Phase C (Contract Documents, 90 days), and Phase D (Construction Administration, duration to be determined), with each phase requiring written authorization from the Owner before commencement and submission of detailed drawings, specifications, and cost estimates. Evaluation will be conducted by a five-member Selection Committee using a numerical scoring system with a maximum of 130 points, considering firm experience, discipline expertise, related experience, work performed in Kentucky, and proposal responsiveness; respondents must provide a minimum of three references from similar projects and include a Federal Standard Form 330 Part II for the lead firm. Proposals are due January 24, 2025, at 1:30 PM ET through the Commonwealth's eProcurement system (VSS portal), with a shortlist meeting scheduled for February 4, 2025, at 9:00 AM ET, followed by virtual interviews on February 18, 2025, at three available time slots (8:30 AM, 9:30 AM, and 10:30 AM ET); if three or fewer firms respond, all will be interviewed.
All responding firms must be registered with the Kentucky Secretary of State and in good standing, with foreign entities required to obtain a certificate of authority within fourteen days of proposal opening. Qualified bidders receive preferences including Kentucky resident bidders receiving a reciprocal preference per KRS 45A.494, and both Kentucky Industries for the Blind and nonprofit agencies for individuals with severe disabilities receiving preferences of 15 to 20 percent of maximum points. Minority Business Enterprise (MBE) participation is encouraged, and respondents must demonstrate good faith efforts to incorporate MBE firms into their consultant teams. The project budget for both design and construction is listed as "To Be Determined," with KYTC responsible for compiling necessary paperwork to obtain 100 percent FHWA funding for all project costs; the Commonwealth reserves the option to increase the scope of services if funding allows. Compensation will be structured as a total lump sum fee negotiated at the conclusion of Phase A, with phased payments distributed across subsequent phases according to the Standard Agreement template provided. Selected firms must maintain professional liability insurance of $1 million per claim and $2 million aggregate, general liability insurance of $1 million per occurrence, and workers' compensation insurance at statutory limits.
