About this opportunity
The Commonwealth of Kentucky's Division of Engineering and Contract Administration, on behalf of the Kentucky Department for Environmental Protection (KDEP), is soliciting professional engineering services through RFP-865 for the Mayfield Wellhead Protection Area project in Mayfield, Kentucky. The procurement seeks a qualified engineering firm to provide comprehensive design and construction management services including design of monitoring well installations, preparation of bid specifications for well drilling, review of driller qualifications, construction management and oversight of well installation, groundwater sampling, and preparation of final reports documenting well installations and analytical results. Key deliverables encompass reviewing agency data, consulting with KDEP on well locations and construction methods, preparing an investigation plan, developing detailed bid specifications, acquiring necessary permits, coordinating with property owners and local entities, and providing a project timeline for completion within 120 days. The selected firm must employ a Kentucky-licensed environmental engineer and Kentucky-registered geologist assigned to the project. Proposals are due January 17, 2025, at 1:30 PM ET, with a shortlist meeting scheduled for January 22, 2025, and virtual interviews tentatively scheduled for January 29, 2025. Respondents must submit proposals electronically through the Vendor Self Service portal in single-page PDF format with bookmarked sections, including a Federal Standard Form 330 Part II, three professional references from similar projects, evidence of Kentucky registration, a cover letter not exceeding four pages, workplace information, and required affidavits. Evaluation follows KRS 45A.825(8) criteria, with the Selection Committee ranking proposals and interviewing the three highest-scoring firms before making a final recommendation.
The Commonwealth of Kentucky applies reciprocal preference to resident bidders and offers preferences to qualified bidders including Kentucky Correctional Industries (20 percent preference) and other qualified entities (15 percent preference). All respondent firms must be registered with the Kentucky Secretary of State and in good standing; foreign entities must provide certificates of authority within fourteen days of proposal opening or face disqualification. The estimated project budget is $300,000 for design and construction oversight services, with compensation structured in phases: Phase A (Schematic Design and Estimate) negotiated upon conclusion, Phase B at 40 percent of Total Lump Sum Price, Phase C at 75 percent, and Phase D at 25 percent for non-LEED projects or 20 percent during construction plus 5 percent during warranty period for LEED-certified projects. Selected firms will be required to maintain Professional Liability insurance of $1 million per claim and $2 million aggregate, General Liability insurance of $1 million per occurrence and $2 million aggregate, and Worker's Compensation insurance at statutory limits. No incumbent vendor information has been provided in the available documentation. All submissions must be made electronically through the Commonwealth's eProcurement system, with inquiries directed to Amanda Greer at the Division of Engineering and Contract Administration at 502-330-8159 or Amanda.Greer@ky.gov.
