About this opportunity

The Commonwealth of Kentucky's Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Energy and Environment Cabinet's Division of Waste Management, is soliciting proposals for professional engineering services to design the closure of the Butler County Landfill in Morgantown, Kentucky (RFP 785 2500000067). The project encompasses closure design for two landfill cells (North Landfill at approximately 60 acres and South Landfill at approximately 34 acres of waste area) located at 5200 Doolin Lake Road, Morgantown, Kentucky, with a project budget of $400,000 and an estimated design phase duration of 550 days. The procuring agency requires consulting teams to include environmental engineers, civil engineers, geologists, and surveyors, with all professional staff mandated to be registered in Kentucky, and must demonstrate competency in developing grading and cap plans, designing surface water diversion systems for 100-year storm events, addressing leachate generation issues, and providing construction quality assurance and resident observer services. Deliverables must include Federal Standard Form 330 Part II documentation and a minimum of three project references demonstrating relevant experience. The RFP process follows a shortlist with interviews approach, with evaluation criteria based on firm experience across required disciplines, related project experience, commitment to work performed in Kentucky, and proposal responsiveness, with the three highest-scoring firms advancing to interviews. Critical dates include a proposal deadline of September 26, 2024, at 1:30 PM ET, a shortlist meeting scheduled for October 4, 2024, and virtual interviews set for October 11, 2024. All proposals must be submitted electronically through Kentucky's Vendor Self Service Portal (VSS); paper submissions are not accepted.

Respondents must demonstrate good faith efforts to include minority-owned design professional firms on their teams, and Kentucky resident bidders receive reciprocal preference in scoring. Domestic and foreign corporations must be registered with the Kentucky Secretary of State in good standing and submit required affidavits affirming compliance with Kentucky campaign finance laws; those claiming resident status must provide documentation of Kentucky tax filing, unemployment insurance contributions, and workers' compensation coverage for the preceding year. The professional services agreement follows a phased approach with compensation structured as a Total Lump Sum Price to be negotiated after Phase A completion, distributed across Design (Phase A), Design Development (Phase B), Construction Documents (Phase C), and Construction Administration and Warranty Period (Phase D), with phase payments ranging from initial determinations through 25 percent allocations for non-LEED construction administration phases. The Architect/Engineer must maintain Professional Liability insurance of $1 million per claim/$2 million aggregate, General Liability coverage of $1 million per occurrence/$2 million aggregate, and Workers' Compensation at statutory limits. Contract administration will be handled by the Finance Division at The Bush Building, 403 Wapping Street, 1st Floor, Frankfort, Kentucky 40601, with inquiries directed to Amanda Greer at 502-330-8159 or Amanda.Greer@ky.gov.
