About this opportunity
This Request for Proposals (RFP-850) is issued by the Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Department of Corrections, for architectural and engineering services related to the Northpoint Training Center Exterior Dorms Masonry Tuckpoint project located in Danville, Kentucky. The procurement seeks a qualified consultant team to develop specifications and bid documents and provide contract administration consulting services for exterior wall repairs and finishes on six dormitories' brick veneer. The scope of work includes options for major brick replacement, tuckpointing, pressure washing, stone hardener application, and elastomeric coating on the facility's exterior masonry. The consultant team must include at least an Architect and Structural Engineer, with all professionals required to maintain active Kentucky registration or licensure. Deliverables include a phased approach consisting of Phase A (Schematic Design, 90 days), Phase B (Design Development, 30 days), Phase C (Contract Documents, 45 days), and Phase D (Construction Administration, timeline to be determined). The Selection Committee will evaluate proposals using a shortlist-with-interviews methodology based on firm experience and capability (40 points for Architect, 10 points for Structural Engineer), related project experience (30 points), work to be performed in Kentucky (10 points), and responsiveness to proposal requirements (10 points). Proposals must be submitted electronically through the Commonwealth's Vendor Self Service Portal by August 12, 2024, at 1:30 PM ET, with a shortlist meeting scheduled for August 19, 2024, at 10:30 AM ET and virtual interviews tentatively set for August 30, 2024.
Reciprocal preference will be given to Kentucky resident bidders and qualified bidders as defined by KAR 200 5:410, including a 20 percent preference for Kentucky Correctional Industries and 15 percent for qualified nonprofit agencies. Respondents are strongly encouraged to include minority-owned design professional firms on their teams and must document good faith efforts to do so. All respondents must be registered with the Kentucky Secretary of State in good standing prior to award, and foreign entities must provide certificates of authority within 14 days of proposal opening. Required submission documentation includes a Federal Standard Form 330 Part II for the lead firm, notarized affidavits confirming compliance with Kentucky campaign finance laws, Kentucky permit and registration documentation, and a minimum of three project references. The consultant team must maintain professional liability insurance of $1 million per claim with $2 million aggregate and general liability coverage of $1 million per occurrence with $2 million aggregate. The project budget is $2,320,000, with compensation to be structured as a total lump sum price negotiated at the conclusion of Phase A. All communications regarding the RFP must be directed to Amanda Greer, Selection Committee Administrator, at Amanda.Greer@ky.gov or 502-330-8159, with contact with other Commonwealth personnel resulting in potential disqualification.
