About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, is soliciting professional architectural and engineering design services through RFP-829 for a comprehensive HVAC and mechanical, electrical, and plumbing systems study across five Department of Juvenile Justice Youth Development Centers located in Crittenden, Mayfield, Monticello, Morehead, and West Liberty. The procurement seeks a qualified engineering firm to evaluate HVAC systems, plumbing, electrical systems, fire suppression and alarm systems, building automation systems, standby generators, transformers, and related mechanical infrastructure at these facilities. The successful consultant team must include, at a minimum, a Kentucky-licensed Architect, Mechanical Engineer, and Electrical Engineer, with all professional services providers required to hold current Kentucky professional registration or licensure and to demonstrate relevant experience through a minimum of three project references from similar scope work. The project is structured as design services only in Phase A (90 days), with potential future phases including Phase B (30 days), Phase C (30 days), and Phase D (TBD) for specifications, bid documents, and contract administration consulting services pending funding approval. Proposals must be submitted electronically through the Commonwealth's Vendor Self Service (VSS) Portal in single-page PDF format, with a deadline of February 29, 2024, at 1:30 PM ET; a shortlist meeting is scheduled for March 7, 2024, at 1:00 PM ET, followed by virtual interviews on March 15, 2024, at 9:00 AM, 10:00 AM, and 11:00 AM ET. Evaluation will utilize a numerical rating system allocating up to 100 points across firm experience by discipline (Architect 15 points, Mechanical Engineer 40 points, Electrical Engineer 20 points), related experience (15 points), work performed in Kentucky (5 points), and responsiveness to proposal (5 points).

Respondents must demonstrate good faith efforts to include minority-owned design professional firms and must comply with Kentucky resident bidder reciprocal preferences and equal employment requirements. The Selection Committee will be composed of two Finance and Administration representatives, two Department of Juvenile Justice representatives, and one at-large member, utilizing a shortlist with interviews selection process per KRS 45A.825(8). No incumbent vendors are identified in the solicitation documents, and no specific contract award amount or budget range is provided, with the project budget listed as "to be determined." Interested firms should direct inquiries to Amanda Greer at the Division of Engineering and Contract Administration at 502-782-8545 or Amanda.Greer@ky.gov. The solicitation is classified under Commodity Code 925 for Professional Engineering Services, and all submissions must comply with the Commonwealth's standard agreement terms for Owner-Architect/Engineer relationships, including requirements for professional liability insurance ($1 million per claim/$2 million aggregate), general liability insurance ($1 million per occurrence/$2 million aggregate), and statutory workers' compensation coverage.
