About this opportunity

The Commonwealth of Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Cabinet for Health and Family Services (CHFS), is procuring professional architectural and engineering design services for the Western State Nursing Facility renovation project located in Hopkinsville, Clinton County, Kentucky. The scope of work encompasses the design of mechanical, electrical, plumbing, and fire protection system upgrades, including HVAC system replacement, plumbing system replacement, elevator servicing for Building 31, and electrical code compliance upgrades across the facility. The selected consultant team must include a Kentucky-registered mechanical engineer, electrical engineer, and architect, with deliverables organized across four design phases: Phase A (schematic design, 60 days), Phase B (design development, 30 days), Phase C (contract documents, 90 days), and Phase D (construction administration, duration to be determined). Evaluation criteria are scored on a 100-point scale, including mechanical engineer experience (35 points), electrical engineer experience (25 points), architect experience (5 points), related experience (15 points), work to be performed in Kentucky (5 points), and responsiveness to proposal (15 points). Proposals must be submitted electronically through MOVEit as a single PDF file by May 16, 2023, at 2:00 PM ET, with a shortlist meeting scheduled for May 19, 2023, at 10:00 AM ET and virtual interviews on May 26, 2023, at 12:30 PM, 1:30 PM, and 2:30 PM ET. Submission requirements include a cover letter (maximum four pages), firm experience documentation with at least three similar project references, proposed project team identifications with individual professional registrations, evidence of minority business enterprise participation efforts, Federal Standard Form 330 Part II for the lead firm, required affidavits regarding campaign finance compliance and resident bidder status, and Kentucky permit and registration forms.

Kentucky resident bidders receive reciprocal preference equal to preferences offered by other states, and qualified bidders including Kentucky Correctional Industries receive additional point preferences in the evaluation process. The RFP document specifies that the selection will follow Kentucky Revised Statutes KRS 45A.825(8) with a five-member selection committee conducting the evaluation; respondents are prohibited from contacting committee members. The project budget is $6,335,900.00, establishing the scope and scale of anticipated design and construction costs. The agreement structure utilizes a phased compensation model with Phase A compensation to be negotiated at the conclusion of that phase, followed by Phase B at forty percent of total lump sum price, Phase C at sixty to seventy-five percent depending on project complexity, and Phase D at twenty-five percent for non-LEED projects or twenty percent for LEED-certified projects. Professional liability insurance of at least $1 million per claim and $2 million aggregate, general liability insurance of $1 million per occurrence and $2 million aggregate, and worker's compensation insurance are required. Technical inquiries regarding the proposal should be directed to Amanda Greer at the Division of Engineering and Contract Administration at 502-782-8545 or Amanda.Greer@ky.gov, with all bid submissions conducted through the secure MOVEit system at https://ftp.ky.gov.
