About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet's Division of Engineering and Contract Administration, on behalf of the Kentucky Department of Education, is soliciting architectural and engineering design services for RFP-795, an FFA Leadership Training Center project located in Hardinsburg, Kentucky, within Breathitt County. The procurement seeks a multidisciplinary consultant team to design a new approximately 10,000 square foot multi-purpose activity center and classroom facility, including demolition of an existing 7,245 square foot building. The proposed facility must incorporate design elements that blend the aesthetic of existing camp structures with a modern administration building, featuring a full front porch with lodge-style timber bracing, stone accents, an oversized front entry with glass floor-to-ceiling elements, multiple classrooms of at least 24 by 40 feet each, a large gymnasium measuring approximately 80 by 100 feet, a canteen/kitchenette area, and ancillary spaces including restrooms, showers, registration areas, and storage. The required consultant team must include minimum disciplines of architecture, mechanical engineering, electrical engineering, structural engineering, civil engineering, landscape architecture, and food service consultation, with all architects and engineers requiring current Kentucky registration. Respondents must submit a Federal Standard Form 330 Part II for the lead firm, three professional references from similar projects, a cover letter not exceeding four pages, and documentation of firm experience, personnel qualifications, and workplace capacity. The project encompasses four design phases: Phase A (60 days), Phase B (30 days), Phase C (90 days), and Phase D (to be determined during design), with proposals due by April 27, 2023, at 2:00 PM Eastern Time, a shortlist meeting scheduled for May 2, 2023, at 1:00 PM, and interviews on May 12, 2023, beginning at 9:00 AM. The selection process follows KRS 45A.825(8) with the three highest-ranked firms to be interviewed and the selection committee making the final recommendation.
Respondents must be registered with the Kentucky Secretary of State and registered in the state's eMars eProcurement system, and all proposals must be submitted electronically through MOVEit in single PDF format prior to the deadline, with no mailed or hand-delivered submissions accepted. Respondents must demonstrate full good faith efforts to include minority-owned design professional firms on their teams and must submit required affidavits regarding campaign finance law compliance and, if applicable, resident bidder status, with reciprocal preferences for Kentucky resident bidders applying in accordance with KRS 45A.490-494. The project has a total budget of $6,000,000.00, with compensation structured as a Total Lump Sum Price to be negotiated at the conclusion of Phase A, and payment schedules of 40 percent upon Phase B completion, 60 to 75 percent upon Phase C completion, and 25 percent upon Phase D completion. The selected Architect/Engineer must maintain professional liability insurance of $1 million per claim/$2 million aggregate and general liability insurance of $1 million per occurrence/$2 million aggregate, with the Commonwealth named as an additional insured. No incumbent vendors or current contractors are identified in this solicitation. The contract agreement will be effective upon approval of an encumbrance document (Form DOA-39) by the Finance and Administration Cabinet and filing with the Legislative Research Commission, with no payments authorized until completion of required review procedures under KRS 45A.705.
