About this opportunity

The Commonwealth of Kentucky, through the Finance and Administration Cabinet's Division of Engineering and Contract Administration on behalf of the Kentucky Transportation Cabinet (KYTC), is soliciting architectural and engineering design services via Request for Proposals (RFP-794) for the design of a replacement District Office and Materials Laboratory facility for KYTC District 11 in Manchester, Kentucky (Casey County). The new facility will comprise approximately 22,000 square feet of office space designed using a current prototype model, featuring a communications tower for emergency use, fully ADA-accessible design, electric HVAC systems, and infrastructure supporting future EV charging stations. The project involves four design phases: Phase A (60 days), Phase B (30 days), Phase C (90 days), with Phase D services optional, targeting construction completion by December 2024. The selected consultant team must include licensed architects and engineers registered in Kentucky across five disciplines: architect, mechanical engineer, electrical engineer, structural engineer, and civil engineer. Proposals must be submitted electronically through MOVEit by April 21, 2023, at 2:00 PM ET, with a shortlist meeting scheduled for April 27, 2023, at 10:00 AM ET, followed by virtual interviews on May 4, 2023, at 9:00 AM, 10:00 AM, and 11:00 AM ET. Evaluation will use a numerical scoring system: firm experience (70 points), related experience (15 points), work performed in Kentucky (5 points), and proposal responsiveness (10 points), for a maximum of 100 points. A five-member Selection Committee will shortlist the three highest-scoring firms for interviews. Respondents must submit required affidavits, Federal Standard Form 330 Part II documentation, Kentucky architectural and engineering registrations, evidence of firm qualifications with a minimum of three project references, and drawings of currently used prototype office building designs including the Breathitt County and Kenton County District Office Plans.

Minority business enterprise participation is encouraged, and reciprocal preference applies to Kentucky resident bidders. Respondents must be registered with the Kentucky Secretary of State and the eMars eProcurement system, and all project communications must be conducted through the Owner's Document Collaboration System (eCommunications). The project budget is $12,000,000, with Phase A budget confirmation required by September 1, 2023. Compensation will be structured as a total lump sum fee negotiated at the conclusion of Phase A, with subsequent phase payments distributed as specified in the Sample Agreement between Owner and Architect/Engineer provided as reference documentation. The selected firm must maintain Professional Liability Insurance of $1 million per claim/$2 million aggregate, General Liability of $1 million per occurrence/$2 million aggregate, statutory Workers' Compensation, and Employer's Liability of $500,000. All proposals must include the required certifications and documentation as outlined in the complete RFP, and interested vendors should contact Amanda Greer at the Division of Engineering and Contract Administration at 502-782-8545 or Amanda.Greer@ky.gov for additional information.
