About this opportunity

The Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, is seeking an architectural firm to provide professional design services for the Lee Hall Renovation project at the Kentucky School for the Deaf (KSD) located in Danville, Kentucky. The procurement requires a comprehensive multidisciplinary consultant team including architecture, mechanical engineering, electrical engineering, structural engineering, and civil engineering disciplines, with documented experience designing for Deaf stakeholders. The primary deliverables include an initial comprehensive study phase consisting of assessment of the existing building, programming, space allocation analysis, potential demolition or renovation recommendations, budget development, and detailed analysis for building reuse and adaptation. The project objectives focus on renovating Lee Hall to provide additional classrooms, a Deaf-friendly auditorium for plays, student meetings, graduation and community events, and to house the Statewide Education Resource Center on Deafness. All design professionals providing services must be registered in Kentucky with registration or certification numbers provided in the proposal, and firms must be registered with the Kentucky Secretary of State in good standing. Evaluation criteria require submission of a minimum of three references from similar projects including project name, address, completion date, construction amount, and current contact information, along with Federal Standard Form 330 Part II for the lead firm. The submission deadline is April 18, 2023, at 2:00 PM Eastern Time via electronic submission through MOVEit, with a short list meeting scheduled for April 24, 2023, at 10:00 AM Eastern Time and virtual interviews for finalists on May 3, 2023, at 12:30 PM, 1:30 PM, and 2:30 PM. The project schedule requires delivery of a draft study by August 15, 2023, and a final study by September 15, 2023.

The RFP encourages utilization of minority-owned design professional firms (MBE) and requires respondents to submit documentation of good faith efforts to include such firms as Attachment B-1. Kentucky resident bidders receive reciprocal preference in the evaluation process. The Selection Committee comprises two Finance and Administration Cabinet members, two representatives from the Kentucky School for the Deaf, and one at-large member, following the short list with interviews methodology under KRS 45A.825(8); if three or fewer firms submit proposals, all will be interviewed. No incumbent vendor or current contractor information is specified in the RFP documentation. The estimated budget for this project is $1,000,000.00 for combined design and construction phases, with compensation for design services structured as a lump sum fee negotiated at the conclusion of Phase A (Schematic Design). The agreement framework indicates that Phase A establishes the initial fee, Phase B compensation equals 40 percent of the total price minus Phase A payments, Phase C reaches 75 percent of total price minus previous phase payments, and Phase D comprises the remaining 20 to 25 percent distributed across construction completion milestones. The selected Architect/Engineer must maintain professional liability insurance with minimum coverage of $1 million per claim and $2 million aggregate, along with general liability and workers' compensation coverage.
