About this opportunity
The Commonwealth of Kentucky's Division of Engineering and Contract Administration is soliciting architectural and engineering design services through RFP-788 for the renovation of the Ashland Community & Technical College (ACTC) Transportation Training Building located at 101 Commerce Drive, Grayson, Kentucky. The procurement seeks a qualified consultant team to design the renovation of approximately 24,000 square feet of a 55,000-square-foot warehouse facility and the entire 5,126-square-foot office space to accommodate the relocation of Automotive Technology and Diesel Technology programs. The project deliverables include the design of classrooms, instructor offices, workrooms, and conference rooms, as well as site modifications for parking, vehicular access to warehouse space, and a CDL training area featuring stone paving for truck operations. The required consultant team must include licensed architects, mechanical engineers, electrical engineers, civil engineers, and structural engineers, all holding current Kentucky professional registrations. The project budget is $9,000,000, with a phased schedule consisting of Phase A (45 days), Phase B (45 days), Phase C (90 days), and Phase D (TBD during design). Proposals were due March 1, 2023, at 2:00 PM ET, with a shortlist meeting scheduled for March 7, 2023, and virtual interviews on March 13, 2023. Evaluation criteria include architect experience (25 points), mechanical engineer capabilities (15 points), electrical engineer capabilities (15 points), civil engineer capabilities (10 points), structural engineer capabilities (5 points), related experience (15 points), work performed in Kentucky (5 points), and proposal responsiveness (10 points), totaling 100 points, with three firms advancing to the interview phase.
Respondents must demonstrate good faith efforts to include minority-owned design professional firms in their proposal submissions and provide evidence of workplace diversity and workload information. Kentucky resident bidders receive reciprocal preference consideration. All proposals must be submitted electronically through the MOVEit secure file transfer system as a single PDF file incorporating all bid documents with the company name and RFP number in the filename; submissions to incorrect folders will be deemed non-responsive. Firms must be registered with Kentucky's Secretary of State and the eMars eProcurement system prior to contract award. Required submission documentation includes a cover letter (maximum four pages), firm experience documentation, proposed project team information, Federal Standard Form 330 Part II, required affidavits confirming compliance with Kentucky campaign finance laws, and Kentucky permit and registration documentation. No incumbent vendors or existing contractor relationships were identified in the procurement materials. Technical support for submission inquiries is available through the Commonwealth Service Desk at CommonwealthServiceDesk@ky.gov or 502-564-7576, with direct contact available through Amanda Greer at the Division of Engineering and Contract Administration at 502-782-8545 or Amanda.Greer@ky.gov.
