About this opportunity

The Commonwealth of Kentucky's Finance and Administration Cabinet, Division of Real Properties, issued RFP-780 on November 9, 2022, seeking an interior designer to provide space design services on a statewide basis, with the solicitation closing on December 6, 2022, at 2:00 PM ET. The selected firm will perform comprehensive design work for buildings owned, managed, or leased through Real Properties, including meeting with using agencies, determining scope of work, developing space needs analysis, creating office layouts with furniture planning, providing AutoCAD drawings, conducting field documentation, and assisting with lease reviews and occupancy calculations. The contract represents a maximum two-year commitment aligned with the Commonwealth's fiscal year biennium, ending June 30, 2024, and is not renewable. The interior designer must be licensed or certified in interior design, though certification is not mandatory; however, certification, experience, and past performance will be considered in proposal scoring. Respondents must provide references from a minimum of three similar projects with detailed documentation including project details, completion dates, construction amounts, and current contact information. Proposals will be evaluated using the following criteria: firm experience and capability (70 points), related experience (15 points), work to be performed in Kentucky (5 points), and responsiveness to the proposal (10 points). Key dates include a shortlist meeting scheduled for December 15, 2022, at 1:30 PM ET and interviews tentatively set for December 22, 2022, beginning at 8:00 AM.

Respondents must demonstrate a good faith effort to incorporate minority business enterprises (MBEs) into their proposed teams, and reciprocal preference will be applied to Kentucky resident bidders as required by KRS 45A.494. All proposals must be submitted electronically through MOVEit as a single PDF file containing required affidavits, a cover letter not exceeding four pages, Attachment A (firm experience), Attachment B (project team composition), Attachment B-1 (MBE participation efforts), Attachment C (workplace and workload information), Federal Standard Form 330 Part II, Kentucky Permit and Registration Forms, and an Official Signature Page. Compensation will be based on hourly rates established under the Division of Engineering and Contract Administration's Master Agreement; the project budget has not been specified in the solicitation materials. If three or fewer proposals are received, all firms submitting responses will be interviewed. Vendors requiring assistance with the MOVEit submission process should contact the Commonwealth Service Desk at CommonwealthServiceDesk@ky.gov or call 502-564-7576. For additional information regarding the RFP, interested vendors may contact Amanda Greer at the Division of Engineering and Contract Administration at 502-782-8545 or Amanda.Greer@ky.gov.
