About this opportunity

The Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, is issuing Request for Proposals 775 on behalf of the Kentucky Community and Technical College System (KCTCS) for professional engineering design services related to HVAC upgrades at Owensboro Community & Technical College. This procurement seeks an engineer to provide design services for Phase I of a three-phase HVAC system retrofit project aimed at replacing aging heating, ventilation, and air conditioning systems in Main Campus buildings with an average age of 24 years. The consultant team must include, at minimum, a Mechanical Engineer and an Electrical Engineer, and respondents must provide three references from similar projects. Key deliverables include design services across four phases: Phase A (30 days), Phase B (60 days), Phase C (90 days), and Phase D (TBD). The consultant is also required to monitor current construction market conditions and advise KCTCS on appropriate timing to bid the project to mitigate negative market effects. Proposals are due November 14, 2022, at 2:00 PM ET and must be submitted electronically through MOVEit as a single PDF file. A shortlist meeting is scheduled for November 28, 2022, at 10:00 AM ET, followed by virtual interviews on December 2, 2022, at 1:00 PM, 2:00 PM, and 3:00 PM ET. Evaluation criteria include Mechanical Engineer experience (50 points), Electrical Engineer experience (20 points), Related Experience (15 points), Work to be Performed in Kentucky (5 points), and Responsiveness to Proposal (10 points), for a total of 100 points.

Respondents must be lawfully qualified to conduct business in Kentucky and are encouraged to utilize minority-owned design professional firms (MBE) as part of their proposed teams. Reciprocal preference for Kentucky resident bidders as defined in KRS 45A.494 applies to this solicitation. Domestic and foreign corporations must be registered with the Kentucky Secretary of State and in good standing, and all vendors must register with eMars (eProcurement) to receive a contract. All contractors and subcontractors must comply with Kentucky workers' compensation insurance requirements under KRS Chapter 342 and unemployment insurance requirements under KRS Chapter 341. Proposals must include a cover letter not exceeding four pages, attachments addressing firm experience, project team composition, MBE participation efforts, workplace information, Federal Standard Form 330 Part II, required affidavits, and Kentucky permit and registration documentation. The project budget is $4,100,000. Prospective bidders should contact Amanda Greer at the Division of Engineering and Contract Administration at 502-782-8545 or Amanda.Greer@ky.gov for additional information.
