About this opportunity
The Commonwealth of Kentucky, through the Finance and Administration Cabinet's Division of Engineering and Contract Administration on behalf of the Kentucky Community and Technical College System (KCTCS), is soliciting architectural services via Request for Proposal No. RFP-763 for roof replacement projects at Southeast Community and Technical College (SECTC) facilities located in Cumberland and Middlesboro, Kentucky. The procurement encompasses complete roof system replacement and/or repairs on three buildings: the Chrisman Building on the Cumberland Campus and both the Classroom Building and Administration Building on the Middlesboro Campus. The selected consultant must provide comprehensive architectural services across four phases: Phase A (schematic design, 45 days), Phase B (design development, 30 days), Phase C (construction documents, 45 days), and Phase D (construction administration, duration to be determined). Required deliverables include monitoring of roofing market conditions to advise KCTCS on optimal bidding timing and a recommendation on whether to combine or separate the three roofs into one or multiple bid packages based on feasibility. The consultant team must include at least one registered architect in Kentucky and be lawfully qualified to conduct business in the state. Proposals are due November 14, 2022, at 2:00 PM ET, with a shortlist meeting scheduled for November 28, 2022, at 11:00 AM ET and interviews tentatively set for December 7, 2022, at 9:00 AM, 10:00 AM, and 11:00 AM ET via virtual meeting. Evaluation criteria establish 100 total points distributed across architect qualifications (70 points), related experience (15 points), work to be performed in Kentucky (5 points), and responsiveness to proposal (10 points).
Proposals must be submitted electronically through the MOVEit secure file transfer system as single PDF files and must include a cover letter (minimum 10-point type, maximum four pages), representative projects documentation, proposed project team information with registration numbers, good faith efforts documentation for minority business enterprise inclusion, workplace and workload information, Federal Standard Form 330 Part II for the lead firm, required affidavits, Kentucky permit and registration forms, and an official signature page. Resident bidders are eligible for reciprocal preference as defined by Kentucky Revised Statutes 45A.490 to 45A.494, and qualified bidders including Kentucky Correctional Industries, Kentucky Industries for the Blind, and certain nonprofit agencies receive preference equal to fifteen percent of maximum points. The procurement identifies a project budget of $1,500,000.00, though this represents the estimated construction cost rather than the professional services fee, which will be determined during contract negotiation with the highest-ranked firm. Respondents must provide a minimum of three references from similar projects and demonstrate current professional licensure in Kentucky where required by law. Inquiries should be directed to Amanda Greer at the Division of Engineering and Contract Administration at 502-782-8545 or Amanda.Greer@ky.gov. All required affidavits must be submitted with proposals; failure to do so may result in non-responsive status.
