About this opportunity
The Kentucky Finance and Administration Cabinet, Division of Engineering and Contract Administration, on behalf of the Department of Corrections, is conducting a Request for Proposals (RFP-754) for architectural and engineering selection services related to the Kentucky State Penitentiary (KSP) Security Fence Addition project located at 266 Water Street, Eddyville, Kentucky. The procurement seeks professional design services to develop specifications, bid documents, and provide contract administration for a new security fence and Hybrid Perimeter Intrusion Detection System (HPIDS) featuring approximately 1,745 linear feet of fence-mounted sensor cables, approximately 880 linear feet of wall-mounted sensor coils, and dual-technology infrared and microwave sensors at sally ports to detect movement and prevent inmate escape. The consultant team must include Architect, Structural Engineer, Electrical Engineer, and Civil Engineer disciplines. Evaluation criteria consist of a numerical rating system with 100 total points, scoring Architect experience (25 points), Structural Engineer (10 points), Electrical Engineer (25 points), Civil Engineer (10 points), Related Experience (15 points), Work to be Performed in Kentucky (5 points), and Responsiveness to Proposal (10 points). Respondents must submit evidence of Kentucky architectural or professional engineering registration, minimum three project references, a cover letter not exceeding four pages, Federal Standard Form 330 Part II for the lead firm, required affidavits, and documentation of good faith efforts to incorporate minority business enterprises. The original proposal deadline of October 31, 2022, was extended to November 16, 2022, at 2:00 PM ET, with a shortlist meeting scheduled for November 21, 2022, and interviews on or around December 6, 2022. The project schedule includes Phase A (60 days), Phase B (30 days), Phase C (90 days), and Phase D (TBD during design).
All respondents must be registered with the Kentucky Secretary of State and maintain good standing status, with domestic and foreign corporations required to comply with registration requirements within five days of notification or risk non-responsiveness. Reciprocal preference for Kentucky resident bidders and preferences for qualified bidders, including Kentucky Correctional Industries, will be applied in accordance with applicable statutes and administrative regulations. Respondents must incorporate good faith efforts to include minority business enterprises in the proposed team. Proposals must be submitted electronically through MOVEit as a single PDF file in single-page format, with failure to upload bids in the correct folder resulting in non-responsive determination. No incumbent vendor information is specified in the available documentation. The project budget is $1,517,000.00, and bidders should direct inquiries to Amanda Greer, Division of Engineering and Contract Administration, at 502-782-8545 or Amanda.Greer@ky.gov.
