About this opportunity
The California Department of Transportation (Caltrans) issued RFP 74A1779 to procure consulting services for the Connecting Communities to San Gabriel River Trail Study in Los Angeles County. This planning-level study will identify solutions to close bicycle and pedestrian facility gaps within state right-of-way, engage disadvantaged and underserved communities in co-developing connectivity strategies, coordinate with regional partners and stakeholders, and identify funding pathways for recommended improvements. The primary deliverables include a comprehensive report outlining strategies to address gaps and barriers, a public engagement summary documenting internal and external partner involvement, a web-based interactive map serving as a geodatabase for location-based needs, and an analysis of funding opportunities with competitive factors. Qualified proposers must demonstrate a minimum of five years of experience conducting planning-level studies for state departments of transportation, multimodal system-level plans, and active transportation planning; three years of experience with the State Highway System and active transportation policies; and five years of transportation experience performing technical-level analysis. Proposals will be evaluated on technical merit (288 points), oral presentation (160 points), and cost (192 points), for a total possible score of 640 points. An optional pre-proposal conference was held on May 11, 2026, with written questions due by May 13, 2026, and proposals due by 2:00 p.m. on June 9, 2026. Oral interviews are estimated for the week of June 29, 2026, with a Notice of Intent to Award anticipated for the week of July 6, 2026, and contract award estimated for July 15, 2026.
The contract is subject to a 25 percent Small Business participation goal under Executive Order S-02-06, with certified small businesses and microbusinesses encouraged to apply. Non-small business proposers may claim a five percent preference by subcontracting at least 25 percent of the net bid price to certified small businesses. While there is no specific Disadvantaged Business Enterprise (DBE) contract goal, the DBE Program under 49 CFR Part 26 applies to this federally-assisted agreement, and all proposers must comply with federal acquisition regulations and Title VI nondiscrimination assurances. The total contract amount may not exceed $400,000, with costs submitted as fixed rates for the duration of the agreement with no cost increases permitted. The agreement will commence on July 31, 2026 (estimated) or upon Department of General Services approval, whichever is later, and will expire on July 30, 2028 (estimated), for an approximate duration of 24 months. No incumbent vendors or current contractors are identified in the solicitation documents provided.
Opportunity text
The San Gabriel River is a historic waterway in Los Angeles County, flowing from the San Gabriel Mountains to the Pacific Ocean between Long Beach and Seal Beach, and features one of the longest continuous multi-use corridors in the county, spanning over 35 miles and serving cyclists, pedestrians, hikers, and equestrians. In 2006, Los Angeles County released the San Gabriel River Corridor Master Plan, identifying 19 cities, many designated as equity priority communities, and outlining more than 130 enhancement projects, with Caltrans playing a key role in advancing bicyclist and pedestrian improvements along the corridor.
