About this opportunity
The Commonwealth of Kentucky, Department of Military Affairs, through the Division of Engineering and Contract Administration is soliciting architectural design services via Request for Proposals (RFP-718) for the design and construction of a National Guard Vehicle Maintenance Shop in Burlington, Kentucky. The procurement seeks a qualified architectural firm to lead a multidisciplinary design team responsible for developing a 25,156 square-foot facility that incorporates sustainable design features to achieve LEED Silver Certification. The scope of professional services includes architecture, structural engineering, mechanical engineering, electrical engineering, civil engineering, and landscape architecture, with the facility design requiring compliance with all applicable local, state, and federal building codes, DoD Unified Facilities Criteria standards, and anti-terrorism measures. Key project components include organizational vehicle parking, controlled waste facility, flammable materials facility, photovoltaic power systems, and geothermal HVAC systems. The project is structured in four phases: Phase A (90 days), Phase B (30 days), Phase C (120 days), and Phase D (TBD). Responses are due electronically via MOVEit by March 29, 2022, at 2:00 PM Eastern Time, with a shortlist meeting scheduled for April 12, 2022, at 11:00 AM ET and virtual interviews on April 19, 2022, at 9:00 AM, 10:00 AM, and 11:00 AM ET. Evaluation criteria include firm experience and capability by discipline (Architect 25 points, Structural Engineer 15 points, Mechanical Engineer 10 points, Electrical Engineer 10 points, Civil Engineer 5 points, Landscape Architect 5 points), related experience (15 points), work to be performed in Kentucky (5 points), and responsiveness to proposal requirements (10 points), totaling 100 points.

The Commonwealth will apply reciprocal preferences for Kentucky resident bidders as required by Kentucky Revised Statutes 45A.494. Respondents must demonstrate good faith efforts to incorporate minority-owned design firms and provide current Kentucky permit and registration information for all architects and engineers. Proposals must include completed affidavits, Federal Standard Form 330 Part II for the lead firm, and documentation of current workload with the Commonwealth and other entities. Proposals must be submitted as a single-page PDF format without blank pages to the correct RFP folder in MOVEit. The design services budget is $1,320,500, with $14,800,500 in construction funding being requested, totaling an estimated project budget of $16,120,500.
