About this opportunity
Prairie View A&M University is requesting proposals for veterinary services at its main campus in Prairie View, Texas, under RFP 715-26-02, with proposals due April 7, 2026 at 2:00 p.m. Central Standard Time. A completed HUB Subcontracting Plan is mandatory; failure to submit renders responses non-responsive and ineligible for award. PVAMU has established HUB goals of 1.00% across Building Construction, Special Trade Construction, Professional Services, Other Services, and Commodities categories for this contract.
The scope includes routine monthly veterinary visits, 24/7 emergency response capability including weekends and holidays, walk-in hospital visits with follow-up care, and preventive services (vaccinations, deworming, medical checkups) for cattle, goats, poultry housed at the International Goat Research Center and Beef Cattle Unit, and guard dogs. Vendors must hold current Texas veterinary licenses, maintain Commercial General Liability ($1,000,000 each occurrence / $2,000,000 aggregate), Automobile Liability ($1,000,000), and Worker's Compensation insurance, and provide three references from similar institutions. Minimum five years of experience in veterinary and clinical services for cattle, goats, and poultry is required; vendors must be located within 50 miles of the university.
The contract carries an initial one-year term with options to renew for up to four additional one-year terms at PVAMU's discretion. Evaluation follows a best-value framework: Experience and Expertise of the Vendor (30%), Proposed Cost of Services (25%), Professional References (20%), Proposed Methodology and Approach (15%), and Responsiveness including required forms (10%). The deadline for questions is March 16, 2026, with responses posted by March 20. Contract award is anticipated in May 2026. Proposals must not exceed 40 pages (excluding cover letter, table of contents, dividers, HUB plan, and required forms) and must be submitted in five hard copies and one electronic PDF copy on thumb drive.
