About this opportunity
Lubbock Power & Light (LP&L) has issued Request for Proposal (RFP) #7119-25-ELD for annual onsite dielectric testing services covering aerial trucks, derricks, and hotline tools. The procurement seeks a qualified contractor to inspect and test 12 different types of vehicles from manufacturers like Altec, Versalift, and Terex, ranging from 37' to 125' in length, along with various safety equipment including shotguns, line hose, blankets, high voltage jumpers, and grounds. Proposals are due on October 9, 2025, at 2:00 p.m. CST, to be submitted exclusively through the LP&L Bonfire Portal. The evaluation will utilize a 100-point scoring system, with 30 points for qualifications/specifications, 50 points for pricing, 10 points for performance record, and 10 points for safety record. Contractors must demonstrate at least five years of experience in hotline tool inspection, provide English-speaking personnel, and comply with ASME, ANSI, and OSHA standards.
The RFP includes provisions for interlocal purchasing, which allows other Texas governmental entities to potentially utilize the contract. Contractors must provide comprehensive testing reports and comply with state laws regarding boycotts, firearm entities, and ownership representations. While no specific set-aside designations are mentioned, the solicitation emphasizes robust qualifications and safety standards. The initial contract term is one year, with potential for four additional one-year renewals under identical terms and conditions. Pricing should encompass all mobilization, testing, and incidental costs, with unit pricing required for each vehicle and tool type. The anticipated contract award is scheduled for November or December 2025, with an expectation of detailed, professional testing and inspection services that meet stringent safety and operational standards for electrical utility equipment.
