About this opportunity

Lubbock Power & Light (LP&L) is seeking qualified manufacturers to supply three 345/115/13.8 kV, 350 MVA autotransformers through RFP #7117-26-ELD, with comprehensive turnkey services for installation at an LP&L substation within Lubbock city limits. The procurement requires transformers designed and manufactured in accordance with ANSI C57.12 standards, with a complete scope including design, manufacturing, factory testing, packing, shipment, delivery, on-site unloading, field assembly, installation supervision, oil processing, and commissioning services. Proposals are due on February 19, 2026, at 2:00 p.m. CST, submitted exclusively through the LP&L Bonfire Portal. The evaluation criteria will prioritize adherence to specifications (25%), cost including life cycle and maintenance costs (25%), delivery schedule (35%), proposal completeness (5%), and industry references (10%). Key deliverables include certified test reports, technical data, detailed drawings, operating instructions, and insurance certificates, with an anticipated award date of March 17, 2026, or April 21, 2026.

The RFP does not explicitly indicate specific set-aside designations or restrictions for disadvantaged enterprises. The contract will be executed on a fiscal year basis, with the initial order covering fiscal year 2025-26 for three transformers and potential future orders for an additional transformer in fiscal year 2026-27. Optional cost adders are requested for extended warranties, spare bushings, additional service engineer support, short circuit testing, fall protection packages, and GPS-enabled impact recorders. Offerors must comply with Executive Order 13920 regarding bulk power system equipment sourcing and foreign adversary restrictions, and provide certifications addressing non-collusion, suspension and debarment status, and compliance with Texas Government Code requirements. While specific budget ranges are not detailed, the RFP includes financial provisions such as liquidated damages of $1,000 per day for late delivery and payment adjustments based on transformer loss performance, with reductions calculated at $3,820 per kilowatt for no-load loss and $2,580 per kilowatt for full-load loss.
