About this opportunity
The Commonwealth of Kentucky Department of Fish and Wildlife, through the Finance and Administration Cabinet's Division of Engineering and Contract Administration, is issuing Request for Proposals RFP-665 (solicitation number RFP-785-2000000155) to select a qualified architectural firm to design public and law enforcement training shooting ranges at Veterans Memorial Wildlife Management Area located in Georgetown, Scott County, Kentucky. The scope of work involves designing two separate 2,500 square-foot buildings for training, classroom, and office space that will be constructed as one large facility with multiple shooting lanes. The consultant team must include an architect as design team lead and project manager, along with civil, structural, mechanical, electrical, and environmental engineers, plus a land surveyor, with all architects and engineers required to be registered in Kentucky. The design and bidding timeline spans 268 days, including a 45-day feasibility study, 90 days for schematic design, 90 days for contract documents, and 60 days for bid and award activities. Respondents must submit six identical bound copies of their proposal by December 4, 2019, at 3:00 PM ET to The Bush Building, 403 Wapping Street, 2nd Floor, Frankfort, Kentucky 40601, with a short list meeting scheduled for December 11, 2019, at 9:00 AM ET and interviews on December 19, 2019, at 9:00 AM, 10:00 AM, and 11:00 AM ET at 403 Wapping Street, 1st Floor, Frankfort, Kentucky. Submission requirements include a cover letter, firm experience documentation, project team information, minority business enterprise participation statement, Federal Standard Form 330 Part II, required affidavits, Kentucky permit and registration forms, and an official signature page, with a minimum of three references from similar projects required.
The selection process employs a two-tiered scoring system with individual evaluation by committee members followed by ranking and interviews of the top three finalists. Reciprocal preference applies to Kentucky resident bidders, and minority-owned design professional firm participation is encouraged through the minority business enterprise designation. No incumbent vendors or current contractors are identified in the solicitation documents. The project budget is approximately $3,000,000, and the construction timeline will be determined following the design phase. Interested parties may contact Kelly Hawkins at 502-564-4414 or Kelly.Hawkins@ky.gov for additional information regarding this opportunity. Online bidding is prohibited for this solicitation.
