About this opportunity
San Bernardino County's Project & Facilities Management Department is issuing Request for Proposal (RFP) 6229 for on-call glass services to support maintenance and emergency repairs across the county's 1,200 active buildings and 9,719,418 square feet of property. The procurement seeks qualified contractors to provide routine maintenance and emergency glass repair and replacement services, including repair and replacement of glass windowpanes and doors, emergency board-up services, and commercial and industrial glass applications. Contractors must maintain 24-hour, 7-day-per-week availability with a maximum response time of 2 hours for service calls. Required qualifications include registration with the California Department of Industrial Relations and compliance with prevailing wage requirements established by the state's Department of Industrial Relations. The RFP was released on February 27, 2026, with a deadline for submission of questions on March 24, 2026, at 12:00 p.m. and a proposal submission deadline of April 8, 2026, at 5:00 p.m., with a tentative award date in April 2026 and anticipated contract start date of May 1, 2026. Proposals will be evaluated using a best-value approach with points awarded for qualifications and experience (40 points), technical review (30 points), cost (20 points), and references (10 points), with individual work orders not to exceed $75,000.
The County intends to award contracts to multiple vendors on a non-exclusive basis and will apply a local preference of 5 percent to vendors meeting specified local criteria. Proposers must provide proof of insurance including general liability coverage of at least $1,000,000 per occurrence and workers' compensation insurance. All work performed under this contract is subject to California prevailing wage laws, requiring contractors to submit certified payroll records, comply with apprenticeship requirements, and maintain work hours of eight per day and forty per week unless overtime is compensated at one and one-half times the basic rate; non-compliance penalties include $200 per calendar day per worker for wage underpayment. The contract term is for a maximum of 5 years, running from May 1, 2026, through April 30, 2031, with no renewal options specified. The County estimates a not-to-exceed budget of $1,000,000 over the 5-year contract term, with anticipated annual expenditures of approximately $200,000 per year, and the County reserves the right to procure services through other means.
