About this opportunity
The Commonwealth of Kentucky Finance and Administration Cabinet Division of Engineering and Contract Administration, on behalf of the Kentucky Energy and Environment Cabinet and Division of Oil and Gas, is soliciting competitive proposals through RFP-62-26 for reclamation services under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) Package R. The procurement covers four abandoned tank facilities located across Warren, Hart, and Green Counties, with specific sites including T001070 in Warren County (three 210-barrel tanks), T001071 in Hart County (eight 210-barrel tanks), T001078 in Green County (two 100-barrel tanks and one separator), and T001080 in Warren County (two 100-barrel tanks). Contractors must provide comprehensive remediation services including storage tank removal, associated infrastructure removal, contaminated soil excavation and disposal, site reclamation in compliance with KRS 353.562-564, and proper material disposal, with all work completed within 180 calendar days of contract award. Evaluation criteria are structured on a 70-point scale, with pricing weighted at 45 points allocated on a sliding scale where the lowest bid receives maximum points and higher bids receive proportionally reduced scores, and technical proposals weighted at 25 points covering contractor and subcontractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas. Written questions are due by 4:00 PM Eastern Time on August 27, 2025, with Commonwealth responses provided by September 2, 2025; proposals must be submitted by 3:00 PM Eastern Time on September 12, 2025, with evaluation scheduled for October 1, 2025, and contract award anticipated for October 15, 2025.
Kentucky resident bidders receive reciprocal preference, and qualified bidders and the Department of Corrections Division of Prison Industries are eligible for preferences in accordance with 200 KAR 5:410; however, no specific disadvantaged enterprise set-asides or women/minority-owned business enterprise designations are indicated in the solicitation materials. Contractors must submit bid guarantees in the form of a bid bond or certified check equal to 5 percent of the total base bid, along with 100 percent Performance Bonds and separate 100 percent Payment Bonds required within five calendar days of award, and must certify that they have no affiliation with parties that previously owned, operated, or abandoned the tank facilities. Additional contaminated soil removal beyond estimated tonnage will be compensated at a firm all-inclusive rate specified by the contractor, while TENORM disposal costs, if required, shall be reimbursed at actual documented cost plus 10 percent administrative fees. The Commonwealth is not tax exempt, making winning bidders liable for Kentucky sales and use tax, and liquidated damages are assessed at $200 per calendar day for unexcused delays beyond the 180-day final completion date. No incumbent vendor information or specific budget ranges are provided in the solicitation materials, with pricing and contract value details structured as firm/fixed pricing contingent upon individual site scope and submitted cost proposals.
