About this opportunity
The Commonwealth of Kentucky Department for Natural Resources, Division of Oil and Gas, in conjunction with the Finance and Administration Cabinet Division of Engineering and Contract Administration, is issuing Request for Proposal (RFP) RFP-61-26 for Tank Package Q under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW). This procurement seeks construction services for the remediation and reclamation of six abandoned storage tank facilities located across Hopkins, Muhlenberg, and Webster Counties in Kentucky. The scope of work includes removal and proper disposal of all abandoned surface storage tanks, removal or abandonment of associated flow lines, removal of contaminated soil to a maximum depth of three feet, elimination of berms and dikes, site reclamation using best management practices, proper disposal of oil or brine-contaminated soils and liquids, final grading, and required sampling and testing. All work must be completed within 180 calendar days of contract award. The contract will be awarded on a firm fixed-price basis with unit pricing for site remediation costs broken down by labor, materials, outside services, reclamation, and miscellaneous costs for each tank location, plus a firm all-inclusive rate per ton for any contaminated soil removed above estimated amounts. Evaluation will be based on a 70-point scoring system comprising 25 points for technical merit (contractor experience, project history, equipment availability, work plan completeness, and past performance with the Division of Oil and Gas) and 45 points for cost (lowest bid receives maximum score). Vendor written questions are due by August 27, 2025, proposals are due September 12, 2025, at 3:00 PM Eastern Time, contract award is anticipated by October 15, 2025, and no site visit has been scheduled, though contractors are strongly encouraged to visit all tank sites prior to bid submission. Bids must be accompanied by a bid bond or certified check equal to five percent of the total base bid.
Kentucky resident bidders are eligible for reciprocal preference, and qualified bidders or the Department of Corrections Division of Prison Industries may receive additional preferences. The Commonwealth requires the successful bidder to furnish a 100% Performance Bond and a separate 100% Payment Bond within five calendar days of award, and the contract will be governed by Kentucky Revised Statutes and Commonwealth of Kentucky General Conditions for construction contracts with liquidated damages specified for failure to meet the completion deadline. Upon successful project completion, the contractor must submit an Abandoned Tank Site Closure Affidavit, materials manifests, and final invoice for payment authorization. Additionally, TENORM disposal costs incurred above documented approval will be reimbursed at actual cost plus ten percent administrative costs, contingent on receipt of satisfactory documentation and disposal manifests. The RFP document does not specify an overall award value or budget range; however, the solicitation indicates this is a substantial construction project involving multiple counties and complex remediation activities. Interested vendors should contact Kristi Sharp at 502-330-9858 for additional information, and bids should be submitted to the Division of Oil and Gas at 300 Sower Boulevard, 4th Floor, Frankfort, Kentucky 40601. Online bidding is prohibited for this solicitation.
