About this opportunity
The Commonwealth of Kentucky Department for Facilities and Support Services, Division of Engineering and Contract Administration, is requesting proposals for plugging and remediation of orphan wells under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) at Breathitt County #002, with proposals due September 18, 2026 at 3:00 PM Eastern Time. This is a federal infrastructure project funded under the Bipartisan Infrastructure Law, subject to Davis-Bacon prevailing wage requirements and Build America, Buy America compliance mandating domestically manufactured iron, steel, and construction materials.
The scope encompasses well plugging from total depth to surface, TENORM and gas detection, wellbore verification, cement mixing and pumping, site and access road reclamation, removal of aboveground flowlines and production infrastructure, and final site restoration across orphan wells located in the Eastern Kentucky-Big Sandy Gas Field spanning Bell, Boyd, Breathitt, Clay, Floyd, Greenup, Harlan, Jackson, Johnson, Knott, Knox, Laurel, Lawrence, Leslie, Letcher, Magoffin, Martin, McCreary, Owsley, Perry, Pike, and Whitley Counties. Addendum No. 1 requires distinct plugging methodologies by well depth: wells at 1,500 feet or shallower use service rigs with steel tubing work strings (slickline plugging prohibited), access road construction, pit preparation, and casing removal; deeper wells require gel loading, multiple cement plugging stages, perforating operations, and enhanced coal-seam and freshwater-zone isolation. All casing must be cut 3 feet below surface; 50/50 POZ or latex-laden cement applies when H2S gas is present. Contractors must submit weekly reports documenting work performed. Site visits are highly encouraged prior to bid submission.
Substantial completion is required within 180 calendar days of award; final completion within one additional year. The contract is firm fixed-price, evaluated on a combined 70-point scale: 45 points for price (lowest bid receives full points, higher bids proportionally reduced), and 25 points for technical qualifications including prime and subcontractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas. Bid guarantees of not less than 5% of the lump-sum base bid and 100% performance and payment bonds within five calendar days are required. TENORM disposal costs are reimbursed at actual approved cost plus 10% administration upon submission of manifests and proof of disposal. The anticipated contract award date is October 14, 2026. Kentucky sales and use tax applies. Addendum No. 2 was issued September 4, 2026. Contact Kristi Sharp at 502-330-9858 for inquiries.
