About this opportunity
The City of Yonkers is requesting proposals for development and operation of a floating restaurant on the Hudson River at JFK Marina Park under RFP 564, with proposals due October 16, 2026 at 2:00 p.m. ET, and site visits scheduled for September 23–25. The successful proposer will own and operate the barge or vessel; the City will design and construct the fixed landing platform, gangway, and utility connection points based on the operator's vessel specifications and requirements.
Proposers must demonstrate experience as restaurateurs or hospitality operators with marine operations capability. The scope requires submission of both Technical and Cost Proposals detailing vessel characteristics, utility loads, required landside improvements, and a complete economic structure including capital investment amount, guaranteed annual license or concession fees, and percentage of gross receipts. The proposer bears responsibility for all vessel-related costs, permits, licensing, utilities, maintenance, staffing, insurance, and operational accommodations. Final configuration, dimensions, anchoring or piling system, and vessel interface remain subject to engineering review, permitting, site conditions, and all required approvals.
The City will evaluate proposals on experience and qualifications (25 points), financial capacity and ability to fund (20 points), operating team and organizational resources (20 points), financial proposal and economic value (20 points), and restaurant concept and marketing plan (15 points). Proposers must demonstrate financial feasibility and may be required to provide financial statements, bank verification letters, proof of funds, and financing commitments before award.
The successful proposer may elect either an initial five-year term with one optional five-year renewal or an initial ten-year term, with final structure subject to City negotiation and Board of Contract & Supply approval. Written questions are due October 7, 2026 at 12:00 p.m. ET. The City has invested $8 million in JFK Marina repairs and upgrades as part of a waterfront revitalization effort that has attracted over $5 billion in private investment to Yonkers since 2012. Proposals must be submitted via the Empire State Purchasing Group System-BidNet.
Opportunity text
The City of Yonkers (the "City") seeks proposals from experienced restaurateurs and hospitality groups with marine operations experience to develop and operate a floating restaurant on the Hudson River. We envision a distinctive dining destination on the water itself, moored at JFK Marina, an extremely active riverfront park owned by the City. The concept currently under consideration includes a floating restaurant located on a barge or moored vessel and accessed from shore by a City-designed and City-constructed fixed landing platform and gangway. The previously referenced dimensions are conceptual only and are not final design requirements. The final configuration, dimensions, anchoring or piling system, and interface with the operator's vessel will be developed by the City in collaboration with the successful Proposer and will remain subject to engineering review, permitting, site conditions, and all required approvals. It is anticipated that the operator will be the owner of the barge/vessel and would provide the complete fit-out. The City will design and construct the fixed platform, gangway, and utility connection points to the operator's requirements; proposals should therefore specify the vessel characteristics, utility loads, and landside improvements the proposer's concept requires, as detailed in the submission requirements of this RFP. Proposers must submit both a Technical and a Cost Proposal for these services, based on the requirements described herein. The successful proposer shall perform all the necessary services provided under any contract resulting from this Request for Proposals ("RFP") in a satisfactory and proper manner, as determined by the City, and in accordance with professional and current industry standards. Information regarding the City of Yonkers may be obtained from the City's website at: www.yonkersny.gov. Technical Proposals shall be based on the Scope-of-Services described herein. Cost Proposals should be based on the Scope-of-Services described herein and submitted using the Cost Proposal Form included as part of this RFP. The City of Yonkers is not responsible for any internal or external delivery delays, which may cause the RFP to arrive beyond the deadline. No materials will be accepted after the deadline. A City evaluation committee will review the proposals and may conduct interviews with one or more of the qualified proposers as part of the final selection process. Proposers may be asked to make a presentation to the evaluation committee. The City of Yonkers reserves the right to accept, reject or negotiate modifications to any proposal, as it shall, in its sole discretion, deem to be in its best interest. While the City of Yonkers reserves the right to negotiate with all proposers regarding the information which is requested in this RFP, each proposer must provide all information as requested to be considered and may be disqualified for failure to submit any required attachment/ exhibit, or for submitting incomplete or non-responsive information, exhibits or attachments. Any such negotiations will occur subsequent to review and certification of proposals as fully complete and responsive.
