About this opportunity
The Commonwealth of Kentucky, Division of Oil and Gas, is requesting proposals for plugging and reclamation services at multiple orphan well sites in Webster County under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW), with proposals due September 18, 2026 at 3:00 PM Eastern Time. This RFP-55-27 is funded under the Bipartisan Infrastructure Law and incorporates Davis-Bacon prevailing wage requirements and Build America, Buy America (BABA) standards mandating domestic materials. A reciprocal Kentucky resident bidder preference and preference for qualified bidders or the Department of Corrections Division of Prison Industries apply under Kentucky Administrative Regulation 200 KAR 5:410.
The scope encompasses well plugging in compliance with KRS Chapter 353.562–564 and 805 KAR 1:060, including removal of aboveground flowlines and production infrastructure, site remediation, and reclamation to achieve approved vegetative cover and proper site drainage. Specific plugging procedures differ by well depth (≤1,500 feet versus >1,500 feet) and include access road construction, pit preparation, tubing and rod extraction, casing perforation and cement circulation, wellhead dismantling, and site grading. Contractors are highly encouraged to conduct pre-bid site visits. Contractors must perform TENORM testing of tank bottom sludge and contaminated materials, with disposal costs reimbursed at invoice cost plus 10%. Weekly progress reports and plugging affidavits are required. Substantial completion is due within 180 calendar days of award, with liquidated damages of $200 per day for delays.
Evaluation allocates 45 of 70 points to cost (lowest bid receives full 45 points) and 25 technical points for contractor experience, project history, equipment adequacy, work plan completeness, and past Division performance. Bidders must submit a bid guarantee of not less than 5% of the lump sum base bid, with the selected contractor furnishing 100% Performance and Payment Bonds within five days of award. Anticipated award is October 14, 2026. Contact Kristi Sharp at 502-330-9858. This solicitation has been modified twice (Addendum No. 1 issued September 4; Addendum No. 2 issued September 10).
