About this opportunity
The Commonwealth of Kentucky, through the Department for Facilities and Support Services Division of Engineering and Contract Administration, is seeking proposals for the reclamation of orphan well sites in Pulaski County under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW). The solicitation, RFP-49-23, requires the selected contractor to perform construction, renovation, and maintenance services for the orphan well sites, including well plugging, closure of flowlines, disposal of surface production equipment and debris, site reclamation, and establishment of permanent vegetation. The contract will be awarded on a firm fixed price per well basis, with a total of either 10 or 25 wells to be completed within 180 calendar days of the contract award. Proposals are due by August 26, 2022, at 3:00 PM, and a mandatory pre-bid conference and site visit have been scheduled.
The Commonwealth has indicated that minority-owned, women-owned, and small businesses are encouraged to participate in this procurement, and a certain percentage of the work is set aside for these categories. The contract term is for one year, with options to renew for up to four additional one-year periods. Funding for this project will come from state and local government sources, but the RFP does not provide specific budget or pricing details. The Commonwealth reserves the right to add new and similar items to the contract during the term.
