About this opportunity

Dawson County is seeking qualified construction services for a comprehensive renovation project of a public health facility through RFP #479-25, funded partially by the Community Development Block Grant (CDBG) program. The project involves repurposing 10,000 square feet of a 16,625 square foot building to house the Dawson County Public Health Department, with the remaining space designated for Environmental Health and Treatment Court departments. Contractors must have at least five years of similar construction experience and be prepared to complete comprehensive mechanical, plumbing, electrical, and structural modifications within 150 calendar days. The mandatory pre-bid meeting is scheduled for May 19, 2025, at 10:30 a.m. at 751 Hwy 53 E, Dawsonville, GA 30534, with all written questions due by May 22, 2025, at 1:00 p.m. to the Purchasing Manager. Sealed bids are due on June 4, 2025, at 10:30 AM EST, with a tentative contract award date of July 17, 2025. Contractors will be required to provide a 12-month warranty on all work and must be registered in the Federal System for Award Management (SAM).

The procurement strongly emphasizes inclusivity and compliance with federal regulations, requiring contractors to make positive efforts to utilize small and minority-owned businesses and comply with Section 3 of the Housing and Urban Development Act of 1968. Bidders must adhere to multiple federal requirements, including President's Executive Order No. 11246 & Order No. 11375, which prohibits discrimination in employment, and Title VI of the Civil Rights Act of 1964. Contractors must comply with Davis-Bacon wage rates, equal employment opportunity requirements, and the Georgia Security and Immigration Compliance Act. While a specific budget range is not explicitly stated, the project is funded through a Community Development Block Grant, suggesting available funding for a comprehensive renovation project. Contractors will need to demonstrate capabilities in managing complex public facility renovations, provide proof of appropriate insurance and bonding, and show a commitment to hiring local low-income residents and businesses. The project represents a significant opportunity for contractors with experience in public sector construction and a dedication to meeting federal and state regulatory requirements.
