About this opportunity

The Commonwealth of Kentucky Division of Oil and Gas is requesting proposals for plugging and remediating orphan wells under the Kentucky Abandoned Storage Tank and Orphan Well Reclamation Program (KASTOW) Caldwell #001 package, with proposals due July 31, 2026 at 3:00 PM Eastern Time. Kentucky resident bidders and qualified bidders as defined in KAR 200 5:410 are eligible for reciprocal preferences in cost scoring.

The scope encompasses orphan well reclamation work in Caldwell County, Kentucky, including plugging and site remediation per specifications in the attachments. Contractors must submit a construction schedule within fifteen days of commencement; projects exceeding $1 million in contract value require critical path method formatting. All project communications and submittals must be transmitted through the Commonwealth's web-based Document Collaboration System. Contractors are responsible for providing all labor, materials, equipment, supervision, permits, and utilities necessary for completion. A full-time on-site superintendent must be present during all work hours. Contractors must maintain a twelve-month warranty on all equipment, materials, products, and workmanship following final completion.

Proposals will be evaluated on 70 points total: 25 points for technical qualifications including prime and subcontractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas; and 45 points for cost, with the lowest cost bid receiving maximum cost points. The contract is firm fixed-price. Bid guarantees of not less than 5% of the lump sum base bid are required, with successful bidders required to provide 100% performance and payment bonds within five calendar days of award. All proposals must remain valid for a minimum of 60 calendar days after the proposal due date.

Substantial completion is required within 365 calendar days from the award date, with final completion within one additional year thereafter. Addendum No. 1, issued July 14, 2026, establishes a 180-calendar-day time to completion from contract start. Liquidated damages of $200 per calendar day apply for delays. Written questions are due by July 7, 2026, with Commonwealth responses by July 13, 2026. Contract award is anticipated for August 26, 2026. The Commonwealth is not tax exempt and will not provide reimbursement for proposal development costs.
