About this opportunity

The Commonwealth of Kentucky's Division of Oil and Gas is requesting proposals for orphan well plugging and remediation services in Daviess County under RFP-28-27, with proposals due July 31, 2026 at 3:00 PM Eastern Time. This is a firm fixed-price contract with Davis-Bacon Act requirements and EEO compliance obligations for projects exceeding $500,000 in estimated value.

The scope includes wellbore obstruction removal, cement plugging, wellsite and access road reclamation, and detection of gas and TENORM (Technologically Enhanced Naturally Occurring Radioactive Materials). The successful contractor must achieve substantial completion within 365 calendar days from the award date and final completion within one additional year thereafter; Addendum No. 1 establishes a separate 180-calendar-day project completion timeline for qualified bidders.

Evaluation is weighted 45 points for cost proposals and 25 points for technical criteria addressing prime and subcontractor experience, project history, equipment adequacy, work plan completeness, and past performance with the Division of Oil and Gas. A bid guarantee of not less than 5% of the lump sum base bid is required, with a 100% performance bond and separate 100% payment bond required from the successful bidder within five calendar days of award. The Commonwealth is not tax exempt and the winning bidder shall be liable for Kentucky sales and use tax.

Written vendor questions were due July 7, 2026, with Commonwealth responses provided July 13, 2026. Contract award is anticipated for August 26, 2026. The contractor must submit a construction schedule within 15 days of commencement, maintain monthly updates, employ a full-time on-site superintendent, and provide weekly daily construction reports. The contractor bears responsibility for obtaining all necessary permits and licenses and warrants all materials, equipment, products, and workmanship for twelve months following final completion.
