About this opportunity
Virginia Commercial Space Flight Authority (VCSFA) is soliciting proposals under RFP 27.130300-003-007 for fabrication and installation of structural steel and helical piles for a liquid nitrogen (LN2) tank access platform on Pad 0A at the Mid-Atlantic Regional Spaceport, Wallops Island, Virginia, with complete proposals due November 5, 2026 at 4:00 p.m. EST. Amendment 1 changed the October 16, 2026 site visit from mandatory to optional. Amendment 2, posted October 22, 2026, modifies the RFP's terms and schedules. Both amendments require offerors to acknowledge receipt by signing and returning them with the proposal or, for previously submitted proposals, before the deadline. Resubmissions must include the signed acknowledgment with the RFP number in the email subject line. Proposals are submitted by email to solicitations@vaspace.org.
The scope covers primary support steel for three LN2 tanks and associated access platforms with stairs, ladders, guardrails, and pipe supports, plus helical pile installation, corrosion-protective coatings, grounding systems, and all third-party inspections. The desired completion date is January 18, 2027. The RFP includes an option for helical piles and structural steel for three additional identical LN2 tanks in Q4 2027 through Q1 2028, with timing to be negotiated. VCSFA reserves the right to award the base scope only without exercising options. Offerors must submit a VCSFA Business Certificate, a W-9, an executive summary, qualifications with three relevant project examples, a technical approach addressing design and fabrication processes, firm-fixed pricing with elemental breakout, a detailed project schedule, assumptions, and any subcontractor proposals. The contract incorporates VCSFA Terms and Conditions and Prime Contract Flow Down Document GS8818-24-C-B001 dated November 1, 2023.
Proposals are evaluated on technical approach (highest priority), qualifications and experience, completion schedule, and cost. VCSFA requests a payment schedule of 15 percent upon contract execution, 25 percent upon major material order confirmation, 25 percent upon fabrication completion, and 35 percent upon customer inspection completion, though this schedule is negotiable. Proposals must remain valid for 60 days from submission. The question deadline of October 21, 2026 has passed.
