About this opportunity

DeKalb County School District is requesting proposals for K-12 community engagement facilitation and data analysis services under RFP 27-810, with proposals due August 27, 2026 at 2:00 PM via the IonWave electronic portal. An optional pre-proposal conference is scheduled for August 13, 2026.

The scope requires the vendor to facilitate Community Advisory Team (CAT) meetings across a minimum of six school clusters as part of the Student Assignment Project, addressing overcrowding, under-enrollment, and program placement challenges. Phase 1 (October–December 2026) focuses on onboarding and protocol development; Phase 2 (January–May 2027) covers program placement facilitation with recommendations presented to the Board of Education in May 2027. Each cluster meeting must include 50–70 stakeholders and a minimum of two trained facilitators. Deliverables include cluster-level synthesized feedback analyses, monthly written progress reports, comprehensive phase-close reports, complete facilitation documentation organized by cluster, documentation of six public comment sessions, and two in-person Board presentations.

The cost proposal must use the provided form and include all labor, materials, tools, trained personnel, insurance, travel, per diem, administrative costs, overhead, and other charges necessary to perform services. Separate line items are required for Phase 1 onboarding activities, Phase 2 CAT meeting facilitation (priced per meeting for a minimum of 18 meetings across six clusters), project management and reporting (priced per meeting), public comment session documentation (priced per session), and Board presentations. Contract price must remain firm for the entire term, with only one price change permissible during any 12-month period at renewal or extension anniversaries and subject to written DCSD approval.

The initial contract duration is one year from final execution, with up to four one-year extension options contingent upon DCSD's offer and Board of Education approval. The contract is subject to DeKalb County Board of Education approval and fiscal year (July 1–June 30) funding limitations.

Award will be made to the offeror offering best value based on evaluation criteria weighted as Firm's Overview (20 points), Scope of Services & Methodology (35 points), Relevant Experience & Expertise (20 points), Professional References (10 points), and Cost Proposal (15 points). DCSD reserves the right to make multiple awards, reject all proposals, request best and final offers, and terminate any resulting contract for convenience with three business days' notice.
