About this opportunity
DeKalb County School District (DCSD) is requesting proposals for a turnkey School Bus Stop-Arm Enforcement Safety Program under RFP 27-806, with proposals due September 10, 2026 at 2:00 PM EST. This is a no-cost-to-district model in which the vendor bears all financial risk and receives compensation solely as a negotiated percentage of paid citations; DCSD incurs no fines, penalties, fees, operation costs, or monitor fees regardless of performance or citation volumes.
The scope is a fully integrated hardware, software, and operational services system to detect and record vehicles illegally passing stopped school buses. The vendor must supply exterior stop-arm violation detection cameras with multi-angle video capture, license plate recognition capability, weatherproof housing, GPS location tagging, and automatic activation tied to stop-arm deployment; a secure cloud-hosted evidence management system with law enforcement review portals and district administrative dashboards; technical support; and program management. Installation is phased: 250 buses by end of year one, 500 by year two, 750 by year three, and 1,000 by year four, with pilot implementation within 60 days of contract award and initial fleet deployment within 6–9 months. DCSD operates 750 routes with 992 yellow school buses serving approximately 45,000 students across 135 schools.
The contract term is one year from execution with up to four optional one-year extensions, subject to DCSD Board of Education approval and funding. Upon expiration, all installed camera systems transfer to DCSD at no cost to the district.
Vendors must submit audited financial statements for 2023 and 2024, business license, Georgia Secretary of State documentation, and Certificate of Insurance with minimum $2,000,000 per occurrence and $2,000,000 annual aggregate umbrella coverage. Proposals are evaluated on Firm's Overview (15 points), Scope of Services (55 points), Firm's Relevant Experience and Expertise (20 points), and Professional References (10 points). Questions are due August 25, 2026 at 12:00 PM EST, with responses posted by September 1 at 4:30 PM EST. An optional virtual pre-proposal conference is scheduled for August 20, 2026 at 10:00 AM EST.
