About this opportunity

The City of Hampton, Virginia is requesting proposals for on-site heavy equipment technician services under RFP 27-22/AB, with proposals due October 6, 2026 at 11:00 a.m. EST. Subcontracting goals of 3.68% for minority-owned businesses and 3.30% for woman-owned businesses apply.

The scope requires a full-time master technician to perform routine preventative maintenance and specialized repair on the municipal heavy equipment fleet, with emphasis on sewer maintenance equipment. Services include oil and lube, tire rotation, brake work, suspension, heating and air conditioning, electrical systems, and engine repairs. The technician must hold a Class A Commercial Driver's License and a state inspector's license or obtain one within 60 days of selection. Minimum qualifications are five or more years of heavy equipment maintenance experience and at least three years of experience on sewer equipment. The City will provide all parts and fluids; the technician must supply their own tools and work under supervision of the Fleet Operations Manager.

The contract term is one year with four optional one-year renewal periods available upon mutual agreement. Pricing shall be firm fixed price during the contract term and any extensions, subject to negotiation after proposal evaluation. Proposals are evaluated on experience (25 points), capability and skills (25 points), services to be provided (20 points), costs (15 points), exceptions and alternatives (10 points), and minority and woman-owned business participation (5 points). The City will select fully qualified offerors for further consideration and may conduct negotiations with multiple short-listed vendors or award to a single offeror deemed clearly more qualified. The City may award to multiple offerors at its discretion.

Required insurance includes Commercial General Liability ($1 million per occurrence / $2 million aggregate), Garagekeepers Coverage ($500,000 per occurrence / $1 million aggregate), Business or Commercial Automobile Liability ($1 million combined single limit), and Umbrella/Excess Liability ($2 million minimum). Proposals are submitted electronically via DemandStar or in sealed form to the Consolidated Procurement Division. No pre-proposal conference is scheduled.
